French weekly “Le Canard enchaîné” has reported that ambassador Bruno Foucher hosted around 30 women in his official residence over the past two years, with some spending the night. France has initiated a disciplinary procedure against Foucher following allegations of inappropriate behavior, as concerns arise regarding potential security breaches.
The investigation comes as Paris seeks to rebuild its relations with the Central African Republic after a significant decline amid Russia’s growing influence in the former French colony.
Foucher, 65, reportedly welcomed women aged between 20 and 30 to his residence from January 2024 to March 2026, with some remaining overnight. Officials have flagged these visits as a security risk. The ambassador acknowledged having sexual relations with two of the women, according to the weekly publication.
A Career Diplomat
In a statement, the French Foreign Ministry noted, “At the ministry’s initiative, an administrative investigation was conducted in 2026 in Bangui. Following the findings of this mission and at the minister’s request, the ministry initiated disciplinary proceedings against the ambassador, which are currently underway.” An on-site inspection in April led to the opening of these proceedings.
Foucher has been a career diplomat and has served as ambassador to the Central African Republic since 2023. His previous posts include ambassador to Lebanon from 2017 to 2020, Iran from 2011 to 2016, and Chad from 2006 to 2011.
Russia’s Presence in the Central African Republic
According to “Le Canard enchaîné,” which claims to have obtained the inspection report, the ambassador received around 15 visitors per month. He allegedly instructed staff to allow one of the young women to stay at his residence during his absence.
Russia maintains a strong presence in the Central African Republic, primarily through the paramilitary group formerly known as Wagner, which plays a key role in securing the presidency of Faustin-Archange Touadéra. French officials have accused Russia of fueling anti-French sentiments across several African nations.
French Foreign Minister Jean-Noël Barrot praised the “complete restoration of relations” between France and the Central African Republic during his visit to Bangui in March.
