Ukraine and the United States have finalized a preliminary agreement that paves the way for the export of Ukrainian drones across the Atlantic. This marks the first such agreement in the history of relations between the two nations, aligning with Ukraine’s broader strategy to enhance drone collaboration with partners in the U.S., Europe, and the Middle East.
Radio Free Europe was the first to report on the agreement, which has also been confirmed by Reuters. Six Ukrainian companies have received approval to sell approximately 100 drones to the U.S. Negotiations between the two sides took several months before arriving at a final contract agreement.
Alex Raufoglu, a Washington correspondent for Radio Free Europe, announced on X platform that the deal had been reached, citing his own sources. He noted that defense industry experts view the agreement as a turning point in the arms relations between the two nations. Although the deal is preliminary, it could lead to the establishment of Ukrainian drone production facilities on U.S. soil in the future.
Ukrainian Drones to Feature in Drone Dominance Initiative
The drones from Ukraine will be incorporated into the Pentagon’s Drone Dominance initiative, according to reports from Reuters, whose informants also confirmed the agreement. This program intends to allocate $1 billion for the purchase of small combat drones between 2026 and 2027, while simultaneously expanding domestic production capabilities in this sector. The urgent need to quickly enhance these capabilities and learn from the combat experience of Ukrainian manufacturers prompted U.S. interest in the agreement.
Having defended itself against Russian aggression for over four years, Ukraine has emerged as a global leader in drone technology. The battle-tested experience has allowed Ukrainian manufacturers to rapidly develop new generations of drones. This technological advancement has attracted considerable attention from the U.S. and serves as a cornerstone of Ukraine’s export offerings.
Zelensky’s Drone Deals Initiative
The agreement with the U.S. is a key component of a broader initiative known as Drone Deals, introduced by President Volodymyr Zelensky to Ukraine’s partners in late April. This program aims to sell selected types of drones along with associated technological solutions. Following this announcement, Ukrainian authorities have secured specific agreements with several countries.
Ukraine has also extended its cooperation offer to Middle Eastern countries that face drone attacks from Iran. Zelensky assured that Ukraine has sent drone specialists to assist these nations. The solutions developed amid warfare have proven attractive to partners outside of Europe.
This agreement with the U.S. fits into Ukraine’s wider export strategy, which also includes European Union nations. Discussions on drone production were addressed by European Commission President Ursula von der Leyen on Monday.
