Czech Constitutional Court Rules President Must Attend NATO Summit

The Czech Constitutional Court ruled on Wednesday that the government led by Prime Minister Andrej Babis must allow President Petr Pavel to attend the upcoming NATO summit in Turkey next month. This decision addresses a challenge made by the head of state against the government’s prior ruling that excluded him from the delegation, which had designated the prime minister as the country’s representative instead, according to reports from AFP.

President Petr Pavel, a former general with NATO experience, is a pro-Western politician and supporter of Ukraine, having attended every NATO summit since taking office in 2023, following the precedent set by his predecessors, notes Agerpres.

However, the nationalist government led by Prime Minister Babis decided earlier this week that he would lead the Czech delegation to the NATO summit, accompanied by the foreign affairs and defense ministers, while excluding President Pavel.

According to the Czech Constitution, the head of state has the right to represent the country abroad, yet the government argued it was better positioned to convey the reasons for rejecting new military spending targets agreed upon within NATO.

Prime Minister Babis characterized the goal of allocating 5% of GDP to defense as unrealistic, a target proposed by U.S. President Donald Trump at the previous NATO summit, and emphasized that his government would not commit to such a path, highlighting other priorities, including the healthcare system.

Moreover, the Czech budget for the current year, approved by Babis’s government, does not even meet NATO’s previous goal of allocating at least 2% of GDP for defense, a target that had not been achieved prior to the installation of the new government at the end of last year.

Babis’s anti-establishment party, ANO (Action of Dissatisfied Citizens), won the parliamentary elections last October after campaigning on promises to halt military aid to Ukraine, combat social inequalities, and oppose EU policies regarding immigration and climate change.

He currently leads a coalition that includes two ideologically aligned formations, namely the ‘Motorists’ party and the far-right Freedom and Direct Democracy party (SPD), the latter being hostile to both the EU and NATO.
