European Leaders to Discuss Ukraine’s EU Associate Membership Despite Kyiv’s Position

Sources indicate that two diplomats anticipate that leaders will at least initiate discussions on Ukraine’s EU associate membership during a dinner on June 18. However, a further in-depth conversation about this topic is expected to be deferred until October, coinciding with a special summit dedicated to the bloc’s expansion.
Previously, German leader Merz proposed an alternative interim integration format for Ukraine to EU leadership. This model would involve Ukrainian representatives in key EU institutions, including the European Commission and the European Parliament, without granting voting rights during the transitional phase. This approach aims to expedite the negotiation process and foster closer ties with the EU, given that full membership is currently complicated due to lengthy ratification procedures.
Simultaneously, Ukraine is hopeful for the opening of all negotiation clusters related to reforms. According to Ukraine’s Deputy Prime Minister Taras Kachka, Kyiv expects these tracks to commence shortly after the official start of accession talks. Most member states support the idea of addressing all clusters by the summer break.
