Rostelecom and the Krasnoyarsk Territory signed an agreement on the development of digital infrastructure

Rostelecom and the Krasnoyarsk Territory have agreed on a strategic partnership in creating infrastructure for the digital development of the region.

The agreement for SPIEF 2026 was signed by Rostelecom President Mikhail Oseevsky and Governor of the Krasnoyarsk Territory Mikhail Kotyukov.

A key area of ​​cooperation will be the joint development, scaling and redundancy of digital infrastructure for both authorities and businesses in the Krasnoyarsk Territory. To this end, the region’s leadership and companies will explore the possibility of a phased construction of a data processing center (DPC) in the region and the transfer of information systems and resources of regional authorities, as well as their subordinate organizations, to it.

“Technological leadership, digitalization, improving the quality of life of people are our common priorities. The construction of a regional data processing center will ensure the uninterrupted operation of important information systems and will open up new opportunities for IT business, startups and innovative companies,” emphasized Mikhail Kotyukov, Governor of the Krasnoyarsk Territory.

The project will be implemented by the full-cycle IT service provider RTK-DPC (part of the Rostelecom group). The company already provides computing power to host a unified state information system in the healthcare sector, to which medical institutions in the Krasnoyarsk Territory are connected.

“The data center is one of the key links that plays a critical role in successful digital transformation. Any digitalization begins with the collection, storage and processing of data. A data center is a very complex engineering facility that requires significant investment, and we plan, together with the regional government, to work on the issue of co-financing and creating favorable conditions for the implementation of the project,” explained Rostelecom President Mikhail Oseevsky.

The agreement also provides for the implementation of federal projects and national programs, including the national project “Data Economy and Digital Transformation of the State,” aimed at increasing the level of digitalization and cybersecurity of the executive authorities of the Krasnoyarsk Territory. In addition, the parties intend to jointly implement socially significant projects, including the creation of a digital environment for educational institutions.

“Our agreements once again emphasize our readiness to get involved in solving major infrastructure problems of the Krasnoyarsk Territory and act as a digital partner of the region. The discussed data center capacities will be enough to partially satisfy the needs for computing resources of neighboring regions – Khakassia and Tyva,” concluded Alexey Usatov, director of the Krasnoyarsk branch of Rostelecom.
