On June 4, at the St. Petersburg International Economic Forum, a cooperation agreement was signed between the government of the Krasnoyarsk Territory and Siberian Generating Company LLC.
The document was signed by the First Deputy Governor of the Krasnoyarsk Territory – Chairman of the Regional Government Alexey Medvedev and Chairman of the Board of Directors of Siberian Generating Company LLC Yuri Malyavkin.
The agreement provides for cooperation within the framework of the federal project “Clean Air” and the national project “Ecological Well-Being”. The parties agreed to jointly implement large-scale environmental initiatives aimed at improving air quality and reducing emissions in the Krasnoyarsk Territory.

At the meeting, it was noted that priority projects include the modernization of heat supply systems by replacing inefficient boiler houses with the capacities of thermal power plants of the SGC. In addition, the document provides for joint monitoring of the state of atmospheric air, informing the population, taking into account the environmental effect of ongoing activities and the development of environmental education.
The agreement pays special attention to the “New Heat” project. The successful start of the program to transfer the private sector to electric heating gave the project a strong impetus, but for its further scaling, consolidation of efforts and the active participation of regional authorities is necessary.
“It is no secret that in achieving the goals of the Clean Air project, the main role is assigned to the environmental measures of large companies. In this sense, we are a very responsible business that makes a significant contribution to reducing overall emissions. In particular, the SGK company has long become a reliable partner – both in terms of modernizing its core technologies and in transferring private sector houses to more environmentally friendly types of heating. The “New Heat” project, together with our government programs, allows us to significantly reduce emissions in the most important layer of the atmosphere in Krasnoyarsk. And it is very important for us that this project continues and expands,” emphasized Alexey Medvedev.
The signing of the agreement was a logical continuation of the systematic work of the SGC to reduce the anthropogenic load on the capital of Siberia. According to the summary calculations of the Ministry of Natural Resources of the Russian Federation dated December 2025, thermal power plants and boiler houses of the SGC in Krasnoyarsk are no longer the main pollutants in the ground layer. This was the result of a comprehensive modernization of enterprises and heating networks with a total investment volume of over 61 billion rubles, thanks to which Krasnoyarsk achieved a reduction in emissions by 9,300 tons.
“For SGC, ecology is the most important area of work and an unconditional responsibility to the residents of the region. Through large-scale investments, we have carried out deep technological modernization, bringing our enterprises to the level of the best available technologies. The agreement signed today sets clear guidelines for our joint work: we will continue to replace inefficient energy capacities to ensure clean air and high environmental standards of living in Krasnoyarsk,” said Yuri Malyavkin, Chairman of the Board of Directors of Siberian Generating Company LLC.

The flagship of the environmental transformation was the Krasnoyarsk CHPP-1, where, to radically reduce the concentration of pollutants in the ground layer, a new chimney 275 meters high was built and 15 modern electric precipitators with a gas purification efficiency of over 99% were put into operation. This reduced particulate emissions by 80% and overall plant emissions by 20%.
The launch of a new power unit with a capacity of 185 MW at the Krasnoyarsk CHPP-3 at the end of 2025, among other things, made it possible to replace 37 outdated, non-environmentally friendly heat sources, switching consumers to capacities equipped with modern gas cleaning equipment. By the end of this year, consumers of the EVRZ boiler house, the oldest thermal power facility located in the center of Krasnoyarsk, will be transferred to the power of Krasnoyarsk CHPP-2.
