
US Secretary of State Marco Rubio said during a congressional hearing that news would come “pretty soon” about the $400 million that the US Congress previously approved for Ukraine, but which was delayed by the US Department of Defense. Reuters reported this on June 3.
Rubio did not specify details or give specific deadlines, but stressed that relevant decisions would be announced soon.
According to Reuters, these funds are part of military assistance to Ukraine. The issue of their actual unblocking and transfer remains at the executive level.
In August 2025, Reuters explained that the $400 million is part of the annual US defense bill (NDAA), which provides approximately $901 billion in national security spending next year. The document also provides for military assistance to Ukraine in the amount of $400 million as part of the overall defense budget, which has yet to be implemented through separate budgetary mechanisms. However, in April 2026, the leader of the Republicans in the US Senate, Mitch McConnell, said that this assistance to Ukraine was “gathering dust in the Pentagon.”
After this, US Defense Secretary Pete Hegseth announced the release of $400 million in aid to Ukraine.
