MegaFon will take part in the development of the digital infrastructure of tourist territories created within the framework of the federal project “Five Seas and Lake Baikal”.
The operator and the government of the Irkutsk region confirmed the corresponding agreements at the St. Petersburg International Economic Forum 2026. The agreement also provides for joint projects in the field of ecology, safety and import-independent communication technologies.
The document was signed by MegaFon General Director Khachatur Pombukhchan and Igor Kobzev, Governor of the Irkutsk Region.
As part of the agreements, the operator will provide telecom infrastructure and analytical services to tourist facilities created as part of the federal project “Five Seas and Lake Baikal”. It provides for the development of all-season resorts on the coasts of the Baltic, Black, Azov, Caspian and Japanese seas, as well as on Lake Baikal. In the Irkutsk region, the project includes two sites – the tourist territory “Baikal Settlement” in the area of the village of Taltsy and the special economic zone “Gates of Baikal” in Baikalsk.
In addition, cooperation will be aimed at introducing digital solutions to improve the comfort and safety of the urban environment, implementing environmental projects related to the improvement of water bodies, reducing the volume of municipal solid waste and reducing harmful emissions.
“As part of the federal project “Five Seas and Lake Baikal” of the national project “Tourism and Hospitality” in the Irkutsk region, it is planned to create infrastructure in two locations: “Baikalskaya Sloboda” in the area of the village of Taltsy and the special economic zone “Gateway of Baikal” in Baikalsk. For the comprehensive development of these territories, high-quality and stable communications are certainly important. In addition, we need an analysis of tourist flows, thanks to which we can determine the main places of attraction. Environmental monitoring is also an important area for us. The introduction of digital solutions for automatic monitoring of the state of the environment will help improve environmental safety in the region. I am confident that the agreements reached will be another step towards the further development of digitalization in the Irkutsk region,” commented Igor Kobzev, Governor of the Irkutsk Region.
“The development of tourism today cannot be considered separately from the progress of the digital environment. People expect stable communications, convenient services and a high level of security, regardless of whether they are in a large city or a tourist location. Therefore, within the framework of cooperation with the Irkutsk region, we will focus not only on the development of telecom infrastructure, but also on the implementation of solutions that will help the region more effectively manage tourist flows, improve the urban environment and implement environmental projects,” said MegaFon CEO Khachatur Pombukhchan.
A separate area will be the development of technological solutions for state and municipal services in the region. In particular, MegaFon is ready to introduce a trunking communication system based on domestic developments for the needs of healthcare, housing and communal services, and also provide its competencies and technologies to improve the level of information security.
