What Romania will buy through SAFE. Contracts that have not yet been signed

The government announces that the funding of 16.68 billion euros remains fully available for Romania through the “Action for the Security of Europe” (SAFE) instrument, which will finance endowment programs for the armed forces or programs with dual use, civil and military. Most of the contracts have already been signed, and future purchases will be made jointly with other EU states or with Ukraine or Moldova.

Out of the amount of 16.68 billion euros, Romania will allocate 4.2 billion for the construction of the A7 and A8 highway ends, according to a press release from the Victoria Palace.

The main procurements of a military nature

Of the remaining 12.48 billion intended for military equipment, the following procurement contracts were signed in the single procurement stage, respectively until May 30, 2026:

  • Purchase of tracked infantry fighting vehicles (298 vehicles and derivatives), concluded with Rheinmetall Automecanica SRL for a total value of 3.337 billion Euros. The final production of combat vehicles will be located in Romania, respectively in Mediaș. The essential elements will also be produced in Romania, such as the ballistic protection system, the weapon system, the armored casing, the communication system, the command and control software application suite;
  • Purchase of four vessels, of which two maritime patrol vessels and two diver intervention vessels, contract concluded with NVL BV & Co. KG for a total value of 920 million Euros. The production of the ship, the creation of the superstructure, as well as the arming of the ship (including assembly, installation, connection of specific equipment) will be carried out at one of the shipyards in Romania;
  • The acquisition of 11 anti-aircraft defense systems, namely 7 SKYNEX systems, 2 SKYRANGER systems (each with 12 batteries) and 2 Millenium naval systems, concluded with Rheinmetall Italia SpA for a total value of 981,950,000 Euros,
  • The related 35mm AHEAD ammunition, worth 449,750,000 euros, concluded with Rheinmetall Waffe Munition GmBH. The production of the air defense systems will be partially located in Romania, while the production of the ammunition will be fully located in a newly built facility in Romania. The location of a 35mm AHEAD anti-aircraft ammunition production line addresses a strategic interest of Romania.
  • The purchase of 34 military drone systems, as well as 15 Scorpion kits, contract concluded with the manufacturer Quantum Systems, for a total value of 30,700,000 Euros. The final assembly of the drone systems will be carried out in Romania.
  • The acquisition of 231 MISTRAL MANPAD systems, including 934 MISTRAL missiles, with a value of 625,591,000 Euros, within the European Joint Acquisition of Mistral System;
  • The purchase of 6 H175M helicopters, previously concluded with Airbus Helicopters, for which a final installment of 132,000,000 Euros will be financed by the SAFE Instrument.

Civil use equipment

The executive also announces that contracts for the purchase of dual-use equipment have been signed:

  • The purchase of 7 H160 medium-heavy multirole helicopters, concluded with Airbus Helicopters France, and 5 H145 medium-light helicopters, concluded with Airbus Helicopters Germany, for a total amount of 280,886,125 Euros. In the case of both types of helicopters, maintenance and repairs will be carried out at facilities in Romania.
  • The purchase of two Spartan multi-role tactical aircraft for the management of multiple casualties, concluded with Leonardo Spa, for a total amount of 245,000,000 Euro.
  • The purchase of a flight simulator for Airbus H135 and Sikorsky S70M helicopters, concluded with Simultec SRL, for the value of 43,180,000 Euros.
  • The purchase of mobile data centers and cyber security operations centers for a value of 109,907,000 Euros, concluded with Logic Computer SRL, the realization being complete in Romania;
  • The development of an integrated LLM platform for cyber security for a value of 196,000,000 Euro, concluded with Digi Romania SA, the achievement being entirely in Romania.
  • The purchase of several equipment for the management of multiple victims: fully mobile with capacity for mass fatality management (2 pieces), special vehicles for personal transport and multiple victims (110 pieces) and special vehicles for the transport of highly contagious people (5 pieces), intervention train in emergency situations, concluded with Deltamed SRL for a total amount of 133,771,000 Euros, partly the production and integration of the equipment to be carried out in Romania.
  • The purchase of several boats for the transport of troops and maritime patrol (3 pieces), intervention (6 pieces) and victim rescue (2 pieces) for a total value of 24,310,000 Euros, concluded with Mangalia Naval Shipyard SA
  • Communication platforms for collaboration and coordination, as well as for critical traffic prioritization, for a total value of 13,000,000 Euro, concluded with the association between the Romanian companies Dendrio Solutions, Dendrio Innovations, Arctic Stream and Tema Energy.
  • Purchase of a TEMPEST mobile laboratory (5 pieces) for a value of 1,500,000 Euro, concluded with Bluespace Technology SA

There are also contracts that have not yet been signed, falling into two categories: contracts for which the purchase has already been agreed in cooperation with another state or with an international agency, which can be signed even after May 30, 2026; contracts originally programmed as single purchases, but which, due to too high offers from economic operators or high complexity, will become common.

Joint procurement with France and NATO agencies

Among the procurement contracts for which the procurement in cooperation with another state has already been approved, the Government mentions:

  • The purchase of 12 H225M helicopters for an approximate value of 800,000,000 Euros, to be concluded in cooperation with the General Directorate of Armaments in France. The purchase of the H225M helicopters is of strategic interest, as an industrial cooperation agreement has already been concluded with the company Airbus Helicopters SAS and with IARSA, which agreed to initiate the transfer of technology and licenses to the Romanian company, its employees being trained in the coming years in France in order to create a final assembly line in Romania. The intention of the Romanian state is to purchase a subsequent batch of 30 H225M helicopters produced in Romania by IARSA
  • The purchase of 12 Gap Filler radars for an approximate value of 258,000,000 Euros, to be concluded in cooperation with the General Directorate of Armaments in France. The purchase is made on the basis of an industrial cooperation agreement concluded with the companies Thales Romania SRL and Thales LAS France SAS, by which the transfer of technology in the field of communications is agreed for production in Romania, as well as the partial production of the 12 radars in Romania.

“Among the procurement contracts for which procurement has already been approved through an international agency (such as the NATO Support and Procurement Agency or the NATO Communications and Information Agency) or within a European joint procurement program (such as the European Sky Shield Initiative), we mention: the acquisition of three IRIS-T SBAMD(L)-MR / SBAMD(L)-M-MR medium-range surface-to-air missile systems; the acquisition of two SBAM-TC systems; the acquisition of one IT solutions for C4ISR systems; the purchase of 87,360 35x228mm rounds,” the statement said.

What are the unrealized contracts?

The procurement contracts for which a single procurement was intended, this not being carried out before May 30, 2026 refer to:

  • The purchase of 139 Piranha 5 armored personnel carriers. The contract was not signed as a result of the request by the potential supplier for an amount significantly higher than that agreed by the Romanian authorities. The inter-institutional working group will analyze how to use the amounts allocated for this program, either by initiating a joint purchase or by supplementing the funds allocated to other programs.
  • Acquisition of 1,115 multi-purpose car transport platforms. The contract was not signed as a result of the request by the potential supplier for a significantly higher amount than that agreed by the Romanian authorities. The inter-institutional working group will analyze how to use the amounts allocated for this program, either by initiating a joint purchase, or by using pre-existing framework agreements, or by supplementing the funds allocated to other programs.
  • Acquisition of individual weapon systems and related ammunition. The contract was not signed because the technical procedures were not completed until this moment. In order to implement this program, an industrial cooperation agreement was signed that ensures the full localization in Romania of the production of automatic weapons, respectively pistols and ammunition at the Cugir Mechanical Plant, the Cugir Weapons Factory and the Sadu Mechanical Plant. This localization is also valid in the case of a joint purchase, remaining a mandatory condition and our major objective. Within the Inter-institutional Working Group, the transformation of this purchase into a joint purchase will be initiated, being carried out in cooperation with another state, but keeping the approved quantities and amounts, as well as the production location conditions.

“Contrary to some information circulated in the public space, Romania does not lose funds or access to the financial allocation approved through the SAFE instrument as a result of the evolution of single purchases. The implementation of the SAFE National Plan continues according to the assumed stages, and the allocation of 16.68 billion euros remains available in full,” the statement added.
