In the Krasnoyarsk Territory, the ban on the sale of alcohol in residential buildings was checked

In the Krasnoyarsk Territory, the first results of new restrictions on the sale of alcohol in stores located in apartment buildings have been summed up. This was reported by the regional government.
From March 1, 2026, such stores are prohibited from selling alcohol after 9 p.m. The restrictions were introduced after residents complained about noise, disturbances and illegal sales of alcohol at night.
“The restrictions were introduced at the request of the residents themselves, who complained about the so-called ‘nalivayki’. Our goal was to eliminate the availability of alcohol within walking distance late in the evening and early in the morning, so only objects located inside residential buildings were included in the restricted area. Ideally, there should be no such objects in residential buildings at all, neither networked nor otherwise,” said Governor Mikhail Kotyukov.
According to regional authorities, chain stores comply with the new requirements. Violations are more often detected in small convenience stores and bottled beverage stores, which often operate without a license. Over the course of two months, specialists from the Ministry of Industry and Trade of the region, together with the prosecutor’s office, conducted 26 on-site inspections. Violations were found in 19 cases. Police identified another 22 cases of illegal sale of alcohol during prohibited hours. In Norilsk, one individual entrepreneur was fined 40 thousand rubles.
The regional government noted that after the introduction of restrictions, the availability of alcohol within walking distance decreased. According to authorities, this should reduce the number of spontaneous purchases, late-night feasts and conflicts in courtyards. Over two months, alcohol sales were 1% lower than a year earlier.
Mikhail Kotyukov instructed the Ministry of Health to evaluate the medical effect of the new rules. The relevant departments were also instructed to work out further regulation and strengthen interaction with the police to suppress violations.
Currently in the Krasnoyarsk Territory there is a ban on the sale of alcohol from 21:00 to 10:00 in stores inside apartment buildings. A complete ban on the retail sale of alcohol, except for public catering, is in effect on June 1 and September 1.
