What could a government of technocrats do?

Governing with specialists can pave the way for technocrat ministers, coming from different areas of expertise, towards the political decision. Technocrats, being transformed into apolitical ministers and having the political support of parliamentary political parties, will negotiate any government decision alongside political actors.

Thus, the decisions will be adopted through negotiation. Therefore, the decentralization of the decision will be visible in the elaboration of the normative acts of the Government. Thus, the Government of specialists, rationalizing the decision, will try to discipline the economic and financial sectors, and the acts of the Government will be technical-legal and less political-legal in nature.

The actions of the technocrat ministers will be rational, economic-financial and less political-emotional, with the aim of depoliticizing the political decision.

Technical ministers, delivered to the Government either by parties or by national or European institutions, thanks to their expertise, will make technical decisions that will try to depoliticize budgets, public finances, the state's bureaucratic machinery and even politics.

Technical ministers will try to govern according to the criteria of economic efficiency, unlike political ministers who make decisions oriented towards voters.

After the hearings in the specialized commissions of the Parliament, where the professionalism of each minister proposed by the designated Prime Minister-Technocrat will be tested, the specialist ministers, elected or unelected, of the future Government, will have to obtain the votes of the parliamentary political parties, thus forming a parliamentary majority to support the new apolitical executive. Thus, from the date of the individual swearing-in, the future Government of professionals, specialized in relevant ministries, on the principle of “the right man in the right place”, will begin to effectively exercise its mandate.

Therefore, the technical ministers can only govern with the political support of the parliamentary political parties.

However, the stability of the government architecture lies in the formation of a political government, because an executive of technocrats, without political responsibility, can be dismissed by the parliament at any time, through a motion of no confidence.

In the event of the validation of an unelected government of technocrats, without political legitimacy, the President will be the one who will assume political responsibility for the decisions of the technocratic government.
