The City Hall of Sector 2 has received the green light to establish an infrastructure company and a sports club

In addition to infrastructure works and interventions in Sector 2, the new company will be involved in the construction of new parking spaces, which can be used based on a regulation approved by the City Council, says the mayor of Sector 2, Rareș Hopincă.

The new company for infrastructure works would be under the tutelage of the Sector 2 Local Council, organized as a joint-stock company, and its establishment was approved in Wednesday's meeting of the Bucharest General Council.

What will the new company established at the request of the mayor of Sector 2 do

The company's goal is to do the infrastructure works in the sector and new parking spaces, says the mayor of Sector 2, Rareș Hopincă.

“By establishing a joint-stock company, under the tutelage of the local Council of Sector 2, the premises are created for the development of an entity that can respond more quickly and efficiently to the requests of the Community of Sector 2, increasing the level of comfort of citizens. In addition to the infrastructure works and interventions within Sector 2, the new entity will be involved in the construction of new parking spaces within the sector, which will be exploited on the basis of a regulation approved by the Local Council”, argues the Mayor of the Sector 2, Rareș Hopincă, in the report approving the decision where he requests the consent of the General Council to establish the company.

The establishment of the municipal company generated controversy between the general councilors.

Dragoș Radu, general counsel of USR, said that he does not see the opportunity to establish such a company.

“With regard to municipal companies, USR has not changed its opinion. We still do not see the establishment of municipal companies as appropriate. It seems more like a way to circumvent the reduction of the apparatus, which all town halls do, and the mayor of Sector 2 does not seem to do that,” said the USR councilor during the meeting.

USR General Counsel Cristian Didiță accused that this company is being established to hire people dismissed from the City Hall.

“Mr. Hopincă has de facto control over the Metropolitan Building Trust Municipal Company. Why does he need two construction companies? It would have been nice if someone from Sector 2 came to explain to us. Two hands, Sector 2 has framework agreements on almost all possible and impossible construction fields. So what administrative efficiency will a new company offer him? This company is being established to provide jobs for some people who will now lose their jobs in City Hall, following the reorganization”, declared Didiță.

Adrian Vigheciu, PSD general counsel, replied that there are several sectors that have such companies and it is their decision whether they need them or not.

“At the moment, all sectors of Bucharest have operational companies – from the sanitation company in Sector 1, to the design company in Sector 6. And I think it is the prerogative of the Local Council in each sector to assess whether this is more or less useful. I am very convinced that knowing the apparatus from Sector 2, they will do good things for the citizens there by operationalizing this company”, declared Vigheciu.

“I tend to believe after so many years that Mrs. Gabriela Firea was a visionary when she developed the administration area by establishing municipal companies. Because we wake up in 2026 with a model replicated at the sector level,” said Răzvan Nițu, PUSL general adviser.

Bogdan Ion Jelea, PSD general adviser, said that before Gabriela Firea Ilie Bolojan established municipal companies in Oradea: “I want to say that, long before Mrs. Firea, there was another great visionary and thinker who, before Mr. Boc was mayor of Cluj, Mr. Ilie Bolojan was establishing municipal companies since 2008, when he was elected mayor of that municipality.”

The City Hall of Sector 2 will also establish a sports club

In Wednesday's meeting, the CGMB also approved the request of the City Hall headed by Rareș Hopincă to establish a sports club to manage the sports infrastructure that is to be taken over by the City Hall of Sector 2, for example the three swimming pools at the East Station and the Olimpia Club.

Over time, the Local Council of Sector 2 adopted several decisions to take over the administration of sports structures in the sector from the Ministry of Education, but the procedure was not completed.

Mayor Rareș Hopincă reasons that the establishment of this sports club will speed up the takeover procedure.

“Although these decisions have created the necessary legal framework, until now, the process of taking over the sports structures we are referring to has not been completed, due to the fact that the administrative and patrimonial inventory procedures are ongoing and require extensive deadlines and additional actions, given the complexity of the steps. This context generates an unjustified delay in ensuring access to sports activities and facilities for children and young people in Sector 2.

Sector 2 has made several investments in sports bases, fields and school gymnasiums in recent years. However, without the existence of its own sports club, the existing infrastructure is not used to its maximum capacity and there is no unitary coordination of sports programs”, says Hopincă in the draft decision approved on Wednesday by the CGMB.
