Metro in 10 Polish cities? “dual-use” tunnels

— Due to the adoption of the Act on Civil Protection and Civil Defense, we are obliged to take into account issues related to civil protection and dual-use. Therefore, the project to build a metro in Poland makes even more sense, said Minister of Infrastructure Dariusz Klimczak.

Metro Polska project. Applies to 10 Polish cities
The Ministry of Infrastructure is conducting analyzes regarding the construction of the metro, which cover approximately 10 largest cities in Poland. – This project is tentatively called Metro Polska, analogously to the Port Polska project – said the minister.
– Most likely it will be a government-local government agreement, under which we will want to solve the biggest communication problems where they exist, but also anticipate the facts – he added.
He emphasized that work on this topic has been going on for a long time. — I hope that we will soon be able to present the results of these analytical studies, he added.
In Poland, the metro only runs in Warsaw, where two lines have been built. According to the plans of the Krakow authorities, the first metro line in this city is to be put into operation in 10 years. Ultimately, the Krakow metro is to have two lines with a total length of approximately 29 km.

Civil Protection Act
From January 1, 2026, the Civil Protection and Civil Defense Act, commonly known as the Shelter Act, is in force..
The regulations create a legal framework for planning, recording and using collective civil protection facilities, including shelters, hiding places and the so-called emergency shelter places (MDS) (as we wrote in Business Insider Polska, this last category is of key importance for the real estate market – both residential and commercial).
Civil Protection Act – the president signed the amendment
The president's office announced on Monday that Karol Nawrocki had signed the amendment to the Act on Civil Protection and Civil Defense. New regulations prepared by the Ministry of Interior and Administration enable, among others, long-term financing of civil protection tasks, they also introduce a new category – point of refuge.
The amendment to the Act on Civil Protection and Civil Defense is intended to regulate the principles of financing civil protection tasks and enable the implementation of multi-annual tasks under government programs. Financing investments, purchasing equipment, building infrastructure and training activities will be able to be settled over a longer period of time – up to five years.
The amendment also clarifies legal provisions regarding places of refuge. It introduces, among others: their definition of such places and introduces changes to the maintenance of the Central Civil Defense Register and the creation of the civil defense corps.
