In the Abansky district, the head of the village council will be tried for a fireman killed by a pipe

In the Krasnoyarsk Territory, the head of the Dolgomostovsky village council will stand trial for negligence leading to the death of a fireman. This was reported to the regional prosecutor's office.

According to the supervisory agency, at the beginning of April 2025, in the village of Dolgiy Most, Abansky district, the wind increased to gusts of 25–30 m/s, and a metal chimney collapsed onto the territory of an operating boiler house. A piece of debris hit a 47-year-old fireman, who was carrying out ash removal work on instructions from management. The head and chest injuries turned out to be incompatible with life – the man died on the spot.

Examinations immediately showed that the pipe had long been in disrepair. The metal trunk was burnt out in places, became corroded, and had end-to-end destruction and deformation. The machinists and administration employees repeatedly informed the head of the village council that the structure would soon collapse; shortly before the tragedy, she herself examined the pipe and confirmed that it was quite worn out.

On the same days, an emergency warning about predicted strong winds came to the area, and the “High Alert” mode was introduced in the area.

“Instead of stopping the operation of the boiler house, blocking the territory, urgently initiating a pipe replacement, or applying for additional funding, the head left everything “as is.” She had the opportunity and right to resolve budget issues, including the redistribution of funds and appeals for regional resources, but she did not exercise these powers,” the prosecutor’s office said.

The prosecutor’s office also found that the head of the municipality improperly fulfilled her official duties: she did not conduct mandatory spring and autumn inspections of the boiler room, did not keep technical condition logs, did not involve specialists to check the chimney, did not provide workers with personal protective equipment and did not organize full instructions on labor protection for them.

The prosecutor confirmed the charge of negligence causing the death of a person (Part 2 of Article 293 of the Criminal Code of the Russian Federation). The woman was fined for violating labor safety requirements (Parts 2, 3, 4, Article 5.27.1 of the Code of Administrative Offenses of the Russian Federation).

The criminal case will be considered by the Abansky District Court.
