The Minister of Finance, Alexandru Nazare, participates in the Forum of the Three Seas Initiative in Dubrovnik: Romania targets strategic investments

The Minister of Finance, Alexandru Nazare, is participating on April 28-29, 2026 at the Three Seas Initiative Business Forum, held in Dubrovnik, Croatia, an event that brings together government leaders, financial institutions and investors from Central and Eastern Europe.

According to the Ministry of Finance, Romania's participation is taking place “at a time when Romania is consolidating its financial credibility and role in the region”against the backdrop of recent progress on reducing the budget deficit and stabilizing public finances.

Fund for regional infrastructure

One of the important moments of the forum is the signing of the Memorandum of Understanding for the Infrastructure Fund of the Three Seas Initiative, managed by the European Investment Fund.

The document will allow Romania to participate in the financing of major regional projects. The country's estimated contribution is between 25 and 50 million euros.

“This step will allow Romania to directly participate in the financing of some major regional projects, especially in the fields of transport infrastructure, energy and connectivity, with a direct impact on economic development and regional competitiveness,” the statement said.

Interventions and international panels

Alexandru Nazare will be the keynote speaker at the conference dedicated to the impact report of the investment fund of the Three Seas Initiative, where he will present Romania's priorities and investment opportunities in the region.

Also, the Romanian official will participate in the panel “Mapping the money: scale of traditional financing”where the financing options and reforms needed to efficiently direct capital to strategic projects will be analyzed.

Several bilateral meetings with financial institutions and international partners are scheduled on the sidelines of the forum, including discussions with the Japan Bank for International Cooperation and the US International Development Finance Corporation, but also with representatives of development funds from Europe.

“On the sidelines of the forum, a series of bilateral meetings with international financial partners are scheduled, with the aim of attracting capital and accelerating strategic projects in Romania”, states the statement.

Romania's participation in the event reflects this “the increasingly active role of Romania in the regional formats of economic and financial cooperation”in a context where investors' interest in projects in the country is growing.
