The governor of the Krasnoyarsk Territory called for prudent spending of the budget

The annual meeting of the board of the Ministry of Finance of the region took place in Krasnoyarsk. The head of the region, Mikhail Kotyukov, summed up the results of budget execution for 2025 and outlined the tasks for the next three years.

The region once again entered the top ten regions of the country and retained its leadership in Siberia. The region is in seventh place in terms of income, expenses and investments, and in ninth place in terms of gross regional product.

Over the past year, the revenue side of the consolidated budget increased by almost 40 billion rubles, reaching 560 billion. Spending exceeded 600 billion for the first time. A third of this amount, 165.5 billion, was sent to municipalities. The territories' own incomes increased by 27 billion, and 90% of the regions and cities of the region ensured positive dynamics.

“The regional budget for 2026 was formed in balanced parameters. It is necessary to improve cost efficiency by concentrating resources on the most important areas. Every third ruble of this year’s budget is support for the territories. Almost a fifth of expenses is the development budget. Social obligations account for almost two-thirds of budget expenditures. We are obliged to fulfill all our obligations. Funds must be used on time and as efficiently as possible. I ask you to take a businesslike approach to the execution of the budget. It is necessary to work very clearly with budget discipline, to increase responsibility for every budget ruble,” noted Mikhail Kotyukov.

Among the priorities are the implementation of national projects, social guarantees, support for SVO participants and their families, as well as demography and assistance to parents. The governor emphasizes: it is necessary to use resources as efficiently as possible, ensure timely contracting of federal funds and avoid the risk of their withdrawal.

“Today, the execution of the regional and local budgets is proceeding within the planned parameters. To achieve the goals that the leadership of the country and region sets for us, it is necessary to develop the economy and use internal reserves to increase income. A stable revenue base is becoming an important condition for maintaining budgetary sustainability and implementing social and infrastructural tasks,” said Deputy Prime Minister and Minister of Finance of the region Vladimir Bakhar.

In addition, according to the governor, it is necessary to strengthen financial discipline in both income and expenses, rely more on one’s own strengths and increase the revenue base. The basis for budget growth, salaries and new projects is increasing labor productivity.
