The change of the identity card gradually becomes part of an extensive process of administrative modernization, with the introduction of the new electronic documents. Although the authorities are simplifying procedures and expanding digital services, Romanians must still comply with the legal conditions regarding the validity of documents and prepare the necessary documents for the replacement of the ballot in 2026.

The identity documents established by law in Romania
According to the legislation in force, the identity documents recognized in Romania are:
- The electronic identity card (CEI), issued starting in 2025;
- The simple identity card (CIS), also issued from 2025;
- Identity card (CI), model 1997;
- Temporary identity card.
What happens to the current ID card?
The current identity card, model 1997, will continue to be issued until the generalization of the new documents. Citizens who hold such a card, within the validity period, can use it until it expires.

Starting from August 1, 2025, the electronic identity card can be requested at any community public service for the record of people, regardless of domicile or residence.

In contrast, the simple identity card can only be obtained in the country and only from the service in the place of residence.
Differences between CEI and CIS

The electronic identity card offers:
- advanced data protection mechanisms;
- the possibility of being used as a travel document in the EU and other states;
- online authentication for accessing public services;
- electronic signature with legal value;
- the possibility of changing the address without issuing a new document;
- release including abroad;
- availability for children from birth;
- free under certain conditions.
The simple identity card does not include these functionalities and is intended for basic use, on the territory of Romania.
Important rules for issuing new documents
Both CEI and CIS cannot be issued by proxy. The holder's presence at the counter is mandatory for:
- taking the facial image;
- fingerprinting (if applicable);
- holographic signature.
In addition, the e-book must be picked up in person, at which point the holder sets their PIN codes.
How much do new ID cards cost?
The electronic identity card is free on the first request for people over 14 years old, until June 30, 2026, the cost being covered by European funds.
In other situations, the fee is 70 lei, including:
- for children under 14 years;
- for subsequent releases (loss, theft, changes).
The simple identity card costs 40 lei.
Online scheduling simplifies the procedure

To schedule, citizens must:
- to select the county;
- fill in the form with correct data;
- to confirm the request by e-mail within a maximum of 30 minutes.

The issuance of a new identity document is mandatory in several cases:
- expiration of the document;
- change of name or marital status;
- change of domicile;
- loss, theft or damage;
- obvious physical changes;
- sex change;
- acquiring Romanian citizenship;
- administrative changes of addresses;

- the previous identity document;
- birth certificate;
- marriage certificate or supporting documents;
- proof of domicile;
