The Constanța-Mangalia railway line partially reopens for the May 1st mini-holiday. A new closure for work is coming up

Railway traffic on the Constanța-Mangalia line will be partially resumed starting on April 27, only to be suspended again after just a few days for the completion of modernization works at the platforms in Costinești Tabără and Neptun, according to Club Feroviar.

CFR representatives explained that the basic infrastructure is ready for the resumption of passenger traffic during the May 1 mini-holiday, but the works are not completely completed.
“We have done some work on the line, and from April 27 it will be passable. The constructor must complete the level crossing in front of the Neptun bus stop by then, because the one in Costinești is already ready”. stated Dorin Maer, director of SRCF Constanța.
According to the current scenario, trains could run between May 1–3, after which the line will be closed again until June 1 for further work.
The authorities say that the resumption also depends on the agreement of CFR Călători and the Authority for Railway Reform (ARF), especially for the peak period of the season.
Important changes for travelers
Passengers should note changes in train stops.
In Costinești, trains will only stop at the main Costinești Sat station, while the Costinești Tabără stop will remain closed until the works are completed.
At Neptun, the stop will be made on the old platform, which has not yet been demolished, but a traffic police permit is also required to cross the area.
Delayed work due to procedures
The modernization contracts were signed in May 2025 by several Romanian companies, but the works were significantly delayed due to administrative blockages and the late handover of the sites.
“Bureaucratic delay pushed work straight into the cold season, where snow and blizzards further stalled the site's progress”notes the cited source.
The modernization projects aim to bring the infrastructure up to European standards:

At Neptun, the new platform will be located so that trains will no longer block the level crossing, an old problem of the resort.

At Costinești Tabără, the platforms will be completely modernized, with equipment such as new lighting, electronic display, canopies and ramps for disabled people.
Modern sanitary facilities and photovoltaic panels for energy efficiency will also be installed in the station.
Even if the line will be reopened briefly before May 1, the authorities emphasize that the work will continue immediately after this period, which will lead to a further suspension of traffic until the beginning of June.
