Liviu Cocoș, interim director of the Brasov Water Company and the first vice-president of PNL Brașov, was arrested preventively for 30 days, on Friday, by the decision of the Brasov Court, in a file in which the National Anticorruption Directorate (DNA) accuses him of buying influence and giving.

In the DNA file, Liviu Dragomir (representative of the Association of Inter -Community Development in the field of Brașov county are also investigated within the company of Apa Brașov SA), suspected of influence trafficking, and Florina Carmen Țop Ferghete (chairman of the Board of Directors of Apa Brașov SA), suspected of taking bribes.

At the same time, Mirela Suciu (head of the Human Resources Department of SC Apa Brașov SA) are investigated, suspected of complicity in the purchase of influence and complicity in bribery; An independent expert within SC EWORA Resources Human SRL, suspected of complicity in bribery.

According to prosecutors, on March 26, the company of water Brașov concluded with EWORA human resources, by direct purchase, a contract for recruiting an independent expert, in order to carry out the selection and recruitment procedure for the positions of general manager and economic director within the Water Company, in accordance with GEO 109/2011.

“In this context, during March 2025, the suspect Cocoș Liviu, as interim director within SC Company Apa Brașov SA, would have promised the independent expert BC, who acting including on behalf and interest SC EWORA RESOURCES SRL, who was to carry out the selection procedure of the company General of the Company, in the public, The suspect for the position of general manager, ”says DNA.

The DNA claims that, during May-June 2025, Liviu Cocoș was employed by the suspect Liviu Dragomir in the company Brașov to facilitate the position of general manager.

“He would have given the suspect Dragomir Liviu undue benefits consisting of his employment within SC Company Apa Brașov SA, in exchange for the influence that the latter, in consideration of the position held, as a representative of the Adidaj within the Board of Directors of SC Company Brașov SA, has on the members of this body, to determine them, to determine them, Liviu as general director of the respective company ”, notes DNA.

According to DNA, Liviu Dragomir “was employed within SC Company Apa Brașov SA as a technical counselor for whom the duties and salary would have been established according to his requirements”.

“Also, during June 2025, the suspect Cocoș Liviu, as interim director of SC Company Apa Brașov SA, would have given the suspect Țop Ferghete Floriana Carmen, in the previously mentioned quality, undue benefits consisting of a close relative within the SC Company of Apa Brașov SA on a position for which he did not have the necessary qualification for Ferghete Floriana Carmen to select and later appoint the suspect Cocoș Liviu in the position of general director of SC Company SA Brașov ”, the DNA statement said.

Prosecutors say that Liviu Cocoș “would have been helped by Suspect Suciu Mirela who:

  • would have ensured the execution of all the requirements made by the Suspect Cocoș Liviu regarding the procedure for appointing and carrying out the selection by the BC expert;
  • he would have participated without right in the interviews organized by the Suspect BC, to support the suspect Cocoș Liviu, in order to designate him as general manager;
  • would have prepared the employment documents of the suspect Dragomir Liviu, at the direct request of the suspect Cocoș Liviu;
  • It would have established, at the directions of the suspect Cocoș Liviu, which is the amount of the salary granted to the suspect Dragomir Liviu, as well as the provisions of the job description. ”.
