The State Duma of the Russian Federation preliminary approved the “protection of Russians” abroad with the help of the army


The document was submitted to the State Duma on March 19.

He proposes changes to the articles “On Citizenship” and “On Defense”.

The authors of the initiative propose to establish that the President of the Russian Federation, in particular, will be able to direct the formation of the Armed Forces of the Russian Federation to protect Russians from persecution by foreign and international courts vested with powers without the participation of Russia.

In addition, the bill provides that government agencies, by decision of the president, will also take measures to protect Russian citizens in the event of their arrest, criminal or other prosecution by the courts of other countries.

If the State Duma passes the law and is subsequently signed by the President of Russia, the document will come into force 10 days from the date of publication.

The purpose of this law, as the Faridaily project notes, is unclear, since the President of the Russian Federation already has the right to “take measures” to protect citizens in the event that foreign or international bodies make decisions that are contrary to the interests of Russia.

In the explanatory note, the government clarifies that the proposed changes are being made in order to develop existing standards. But why to do this, why now and what situations could lead to such radical decisions, the authors of the initiative do not explain, the project’s journalists write.

Context

The fact that the Russian Federation had developed a corresponding bill became known in early March. Experts believe that the bill may be an attempt to defend against international tribunals against Russia or a political response to the ICC arrest warrant for the illegitimate Russian President Vladimir Putin and other representatives of the Russian leadership.
