The director of Krasnoyarsk Dorinveststroy received another year in prison for a new episode of fraud

Director of PKF Dorinveststroy LLC Artsrun Harutyunyan received a total of 11 years in a maximum security colony and 15 million rubles in fines for yet another fraud with asphalt in Krasnoyarsk.

According to the prosecutor's office, in March 2024, the convict entered into a contract with the administration of the Kirovsky district to repair passages on Kutuzov Street and Krasnoyarsky Rabochiy Avenue. The cost of the work amounted to more than 4 million rubles.

To fulfill the contract it was necessary to carry out laboratory research – one cutting cost 34 thousand rubles. To save money, the general director independently assembled forged test reports in the PDF program, introducing false information about the asphalt’s compliance with GOST. The administration accepted and paid for the work.

The prosecutor's office is still took samples of asphalt and proved that the asphalt concrete layer turned out to be thinner than normal.

Based on the inspection materials, a criminal case was opened. In court, the director pleaded guilty to forgery of documents and partially to fraud.

“The cost of contract laboratory services would be significant, so I decided not to conduct tests, but to assemble the protocols myself. I used Adobe and took an old copy as a sample,” explained Harutyunyan.

This is not the businessman's first scam. Previously, Harutyunyan had already been found guilty of fraud in the repair of roads in the Leninsky district, as well as in the Emelyanovsky district. In addition, he tried to give a bribe of 2 million rubles to a FSB operative in order to avoid detection.

The Dorinveststroy company was included in the register of unscrupulous suppliers.
