Blocked works at the Dinamo stadium! Images of the sector that cannot be demolished, after the intervention of ANAF » What the head of CS Dinamo says

At Dinamo, the stadium works are progressing with difficulty during this period, and the bulldozers are blocked by the bureaucracy and ANAF. This while the president of CS Dinamo, Ionuț Popa, continues to declare that the problems will be fixed in a short time.

The works at the Dinamo stadium started on January 19. Since then, everything moved at a fast pace, to the delight of the fans, who felt that the dream of seeing the red and white team in a modern stadium was getting closer.

The official Dinamo tribune has not yet been dismantled

The old arena in “Ștefan cel Mare” Road stubbornly remains standing. So far, a large part of the stadium has been demolished, and now stand 1, the official stand, part of the lawn and a night post are still to be put in the ground. And the work is progressing with difficulty.

Compared to a month ago, during Gazeta Sporturilor's previous visit, the construction company put down three of the night posts and completely removed the turf and cement from under the athletics track. And from the entrance to the complex, several trees were cleared. But the official stand continues to remain in place, and the situation is deadlocked at the moment.

On March 24, Ionuț Popa, the president of CS Dinamo, claimed that there are no major problems and that everything will be fixed quickly: “The construction permit has not yet been issued, but it will be resolved soon. We will not demolish the grandstand, we will dismantle it. And what we dismantle we will give to that company. It is the business of those from the bankrupt company what they do with the remains. To dismantle that grandstand, we need to put some pillars and we need a permit. But it is resolved quickly, without problems”.

Since then, no work has been done on that area of ​​the stadium, with the official stand and boxes still standing.

ANAF blocked the demolition at the Dinamo stadium!

The problem is of a legal nature, everything being on the table of the Council of Creditors of the entity ACS FC Dinamo, which belongs to Nicolae Badea and which owns the boxes in the official stand. The company went bankrupt, and the assets from which creditors could recover money cannot be destroyed.

The largest creditor of the bankrupt company is ANAF, which has a debt of 1.5 million lei to recover. Former employees, players, coaches and companies that provided services for ACS FC Dinamo are also registered at the table of creditors, but the Council of Creditors agreed with the demolition of the stand. But ANAF opposed. And the law doesn't allow for the destruction of a bankrupt company's assets, so the demolition is blocked for now.

Meanwhile, Nicolae Badea wanted to pay the debt to ANAF, according to GSP.ro information. Except that the law does not allow him, because he is the president of the Board of Directors of ACS FC Dinamo, which is bankrupt.

Although the problem is with the boxes, the official grandstand cannot be demolished without destroying them, so the Dinamo Sports Club, which is in charge of the demolition, stopped the work on this area in order not to risk breaking the law.

Ionuț Popa: “In one or two weeks, after Easter, it will be dismantled”

The president of CS Dinamo, Ionuț Popa, stated again that there are no major problems and that everything will be fixed soon.

“Yes, the official tribune has not been dismantled yet, but it does not confuse us. It will be demolished eventually. We are waiting for some authorizations for the pillars and the foundation. From that official tribune, the state must try to recover some money. We cannot say that it is not worth anything. That is the procedure. But there are no problems. In one or two weeks, after Easter, it will be dismantled”, Ionuț Popa told Gazeta Sporturilor.

The new Dinamo stadium should be ready in 2028

A consortium led by the company Bog'Art, consistently ranked in the top 5 construction companies in Romania, won the contract for the construction of the new Dinamo stadium. It will have a capacity of 25,000 seats.

On April 16, 2025, the day the contract was signed, Bog'Art estimated 2027 as the year the new stadium would be ready. But the new estimates, given the delays in the work, are that the arena will be ready in 2028 at the earliest, with a 25-month completion date.

Other features of the new stadium:

  • Generous spaces for teams: 4 changing rooms, 2 warm-up rooms, areas for technical staff and officials

  • A large box for the press

  • Areas dedicated to disabled spectators

  • VIP spaces, including 12 skybox boxes, a hospitality lounge of over 400 sqm, private boxes and a restaurant

  • Private VIP parking with up to 200 spaces

  • Fully covered grandstands

  • Training areas, sports recovery center, on-site accommodation and a heliport, which will serve the Floreasca Emergency Hospital
