In Moscow, a sentence was passed on the former chief of staff of the government of the Krasnoyarsk Territory, Ivan Kibardin. The Presnensky court found him guilty of attempted fraud on an especially large scale.

As reported by the Russian FSB, in 2023, Kibardin, who was already working as Deputy Prime Minister of the Altai Territory, decided to use old connections. He offered to help the general director of one of the Moscow construction companies conclude a profitable government contract with the government of the Krasnoyarsk Territory for the supply of pipes for the repair and modernization of the hot water supply system. For his services he asked for 36 million rubles.

In May 2024, FSB officers detained Kibardin red-handed while receiving the first tranche as part of an operational experiment.

The court sentenced Kibardin to five years in a general regime colony with a fine of 500 thousand rubles. He was also deprived of the right to hold positions in the civil service and local government for two years. The verdict has not yet entered into legal force; the defense is already challenging it.

Ivan Kibardin was born in Krasnoyarsk, worked in the regional government, going from chief specialist to chief of staff. In 2018, he left for the Altai Territory, where he became deputy chairman of the government.
