5 appointments in one day at the Government: secretaries seconded with repetition in ministries / Finul Noricăi Nicolai returns for the third time in the same position

Teodor Dulceață, Florea Damian, Adrian-Daniel Găvruță and Sorin Ștefan Decă were appointed by secondment, through a series of decisions published on Friday evening in the Official Gazette, deputy secretaries in various Government ministries. The decisions were signed by Prime Minister Ilie Bolojan.
Teodor Dulceață was appointed deputy general secretary in the Ministry of the Environment. He was seconded from the position of deputy director within the Control Directorate of the Anti-Fraud Department. He is leaving this position at the Ministry of the Environment on secondment for a period of 6 months, according to the decision signed by Ilie Bolojan.
Returned a second time on duty
Teodor Dulceață, the son of Norică Nicolai and Grațiela Gavrilescu's close friend, was also appointed, in 2022, at that time by Prime Minister Ciucă, to the position of deputy general secretary of the Ministry of Environment, Waters and Forests. It was also then a return to this position, after having occupied this position in 2021.
He held his first position in the Executive during Ponta's mandate, at the Government Control Body. After that, Teodor Dulceaţă's career was linked to Grațiela Gavrilescu (PSD, respectively PUSL), he went as general secretary to the Relations with the Parliament and then to the Ministry of the Environment, wrote HotNews in 2022.
Appointment with repetition and at the Ministry of Transport
Prime Minister Ilie Bolojan appointed Adrian-Daniel Găvruță secretary general in the Ministry of Transport on the same occasion. He is appointed here for a period of six months by secondment, from the position of head of service held by the Timișoara Regional General Directorate of Public Finances, according to the document published in the Official Gazette.
Libertatea wrote in 2021 that Găvruță was also then deputy general secretary in the Ministry of Transport. Also at that time, he also held the position of president of the Board of Directors of the Romanian Post.
“How he ends up being promoted by the PSD as a high civil servant and then appointed by the PNL to a strategic position at the head of the Ministry of Transport is one of the many questions that deserve an answer from the PNL leaders,” Valeriu Nicolae wrote in Libertatea in 2021, which noted that Adrian-Daniel Găvruță worked all his life for the state.
Return to the Ministry of Education
Through the same series of decisions on Friday, Prime Minister Ilie Bolojan appointed Sorin Ștefan Decă a deputy general secretary at the Ministry of Education. He comes to this position, by secondment, for six months, from the position of general director of the General Directorate for the Implementation of the PNRR.
Because he was also at the Ministry of the Environment in the past. DC News wrote in April 2025 that Decă had just been appointed to exactly the same position received on Friday by Prime Minister Ilie Bolojan. The difference is that then the appointment was made by Prime Minister Marcel Ciolacu.
In 2023, Edupedu noted that even then Decă was deputy general secretary of the institution and was the man with the second highest salary in the Ministry of Education.
Former PSD deputy and from the party of Dan Voiculescu, appointed in the Government
Through a decision taken also on Friday, Prime Minister Bolojan appointed Damian Florea as deputy general secretary in the Ministry of Culture. The posting, theoretically for 6 months according to the document, is one with repetition, sources tell HotNews.
“Damian Florea is deputy general secretary at the Ministry of Culture, without interruption, if memory serves me correctly, from the mandate of Prime Minister Cîțu,” sources from the Ministry of Culture told HotNews.
According to the document signed by Bolojan, Florea is appointed to this position by secondment from the position of parliamentary advisor to the General Secretariat Directorate of the Romanian Senate.
Florea was a member of parliament for 16 years, from 2004 to 2020. The first three mandates he was part of the Conservative Party of Dan Voiculescu. Instead, he obtained his last parliamentary mandate on the PSD lists, according to the data on the website of the Chamber of Deputies.
Appointment also in Oanai Gheorghiu's office
The fifth appointment made on Friday by Prime Minister Ilie Bolojan is for the office of Deputy Prime Minister Oana Gheorghiu. Aurel-Cătălin Giulescu was appointed state councillor. Giulescu was until now director general within the General Directorate for Personal Records, according to the data available on the institution's website.
The appointment of Aurel-Cătălin Giulescu was not made by secondment and, therefore, it is an appointment for an indefinite period.
