22 years of NATO have repositioned Romania as a strategic actor on the eastern flank of Europe

22 years after joining NATO, Romania is going through the most important stage of consolidating its role in the Euro-Atlantic security architecture, according to an analysis carried out by OPIA – the Defense Industry Employers' Organization.

The anniversary moment will be marked by a special event organized by OPIA Romania on April 6, in Bucharest: NATO Day 2026, which will be attended by representatives of defense companies, relevant ministries, the diplomatic corps, as well as the media.

If in 2004 the accession first of all meant obtaining an unprecedented security guarantee, nowadays Romania is emerging more and more clearly as a strategic pillar on the Eastern flank of the Alliance.

The transformation is visible both in operational commitments and in the resources allocated to defence. Official NATO data shows a steady increase in Romania's military budget, from around 1.3% of GDP in 2014 to around 2.45% today*.

By 2035, Romania has assumed, through the National Defense Strategy 2025 – 2030, the gradual increase in defense spending up to 5% of GDP**.

This development reflects not only compliance with commitments made within the Alliance, but also an accelerated adaptation to a deteriorating security environment globally.

In parallel, Romania has strengthened its operational profile, participating in the last two decades with over 30,000 soldiers in international missions under the auspices of NATO, in theaters such as Afghanistan, Kosovo or Iraq. This constant contribution has strengthened the country's status as a trusted ally and provider of security, not just a beneficiary of it***.

Romania's geographic position, at the intersection of the Black Sea and the Alliance's eastern border, has become a central element in NATO's deterrence and defense strategy. The military infrastructure developed in recent years, including the facilities at Mihail Kogălniceanu and the anti-missile defense system at Deveselu, integrate Romania into the essential security mechanisms of the Alliance and contribute directly to regional stability.

“Membership in NATO represents, for Romania, not only the most solid security guarantee in its recent history, but also an essential framework for the development of national defense capabilities and for the consolidation of the profile industry. In the current geopolitical context, Romania's role on the eastern flank is becoming more and more relevant, and our responsibility, as an allied state, is to actively contribute to collective security”, he declares Răzvan Pîrcălăbescu, president of OPIA Romania.

Strengthened strategic partnership with the United States of America

At the same time, the strategic partnership with the United States accelerated the process of military modernization.

The United States has approximately $6.2 billion in contracts in progress**** for the supply of military equipment and services to Romania. Among the most important recent purchases are Naval Strike Missile coastal defense systems, equipment for F-16 aircraft, Patriot missile systems and HIMARS launchers.

These investments not only increase Romania's defense capacity, but increase interoperability with allies and the ability to react in an increasingly complex security context.

OPIA Romania's analysis highlights that the benefits of NATO membership go beyond the strictly military dimension. The security stability offered by the Alliance has decisively contributed to the strengthening of investor confidence and the economic integration of Romania in the Euro-Atlantic space, turning security into a long-term competitive advantage.

In the current geopolitical context, marked by instability on the eastern borders of Europe, Romania is no longer just a beneficiary of collective security, but an indispensable actor in maintaining regional balance.

Employers' Organization “Defense Industry” (OPIA) brings together over 80 of the most important companies active in the defense industry in Romania, including ROMARM National Company and its 15 subsidiaries, Lunox, TOP Metrology, Grampet Defense, Societatea Nationala de Radiocomunicații, Optoelectronica and others. OPIA's mission is to support the development and competitiveness of the sector by promoting dialogue and cooperation between industry, relevant public institutions and international partners.

Through its members and the initiatives it promotes, OPIA contributes to strengthening the defense industrial ecosystem, identifying collaboration opportunities and facilitating access to strategic projects and programs, both nationally and internationally.
