After gasoline vouchers, Daniel Băluță also wants to settle public transport for low-income residents

The City Hall of Sector 4 wants to settle half of the price of the monthly subscription for public transport, for 6 months, starting from April 1, according to a draft decision, put up for public debate.
The District 4 Local Council was convened urgently, Monday, at 6:00 p.m., to approve the draft decision.
It is about the amendment and completion of the decision by the Local Council by which the aid for gasoline was approved, approved last week by the District 4 Local Council.
“The granting of emergency aid intended for the purchase of monthly subscriptions for public surface or metro transport, by people in need, as a measure to prevent and combat social marginalization, as well as the procedure for granting the aid, is approved,” the draft decision submitted for public debate states.
The amount of the emergency aid is 50% of the price of a single monthly subscription/beneficiary, but it cannot exceed 100 lei/month. It is granted monthly for a period of 6 months, starting from April 1, according to the document.
Proposal rejected last week
USR local councilors proposed granting aid for the payment of public transport subscriptions last week, when aid for fuels was approved, but then the amendment was rejected by the majority consisting of PSD and PNL.
“The PSD-PNL majority rejected the proposal. Today we received an emergency summons by which Băluță proposes exactly this,” wrote Paul Ene, USR local councilor, on the Facebook page.
Who can benefit from the public transport discount?
Applicants must prove the purchase by means of a payment or bank document issued in the name of the eligible person and a tax receipt, except for the payment of the first installment.
Emergency aid is not granted cumulatively, i.e. both money for petrol and money for public transport. Multiple types of monthly subscriptions for public transport are not settled.
Residents of Sector 4 can benefit from the two aids under the following conditions:
- to have domicile or residence in Sector 4 of the Municipality of Bucharest, for at least 1 year;
- to be employed by the same employer, at least between January and March 2026;
- have a net income of no more than 5,000 lei/month/person or 10,000 lei/month per family;
- to own/lease a single car – valid condition only for the emergency aid intended for the purchase of car fuel;
- the owned car must not have a cylinder capacity greater than 2,000 cmc and must not be approved for operation with LPG or any form of electric, hybrid system, etc. – condition valid only for the emergency aid intended for the purchase of car fuel;
- to own a single property – condition valid only for the emergency aid intended for the purchase of car fuel;
- not appear with outstanding debts for payment originating from fees, local taxes or other debts to the local budget of Sector 4;
- to opt for only one type of emergency aid – for car fuel or for a single monthly travel pass for public transport.
“The stipulated eligibility conditions are considered fulfilled and maintained throughout the period of granting the aid, without any additional steps being taken, if the applicants were declared eligible once the initial documents were submitted”, the draft decision also states.
