The Secretariat of the Regional Committee of the CPSU, in the light of the Law on Universal Education, the requirements of the party and the government, discussed measures to further improve the work of the secondary school in the Obluchensky district. The adopted resolution defines ways to increase the level of educational work and implement the Law on Universal Education.

At a meeting of the active members of the regional and Birobidzhan city party organizations, the first secretary of the regional party committee, delegate of the XXV Congress of the CPSU L. B. Shapiro spoke with a report “Results of the XXV Congress of the CPSU and the tasks of the regional party organization.” He noted that the region's industry fulfilled the five-year plan for sales volumes and production of the most important types of products almost a month ahead of schedule.

The volume of industrial production over the years of the five-year plan increased by 37.7%, in the city of Birobidzhan by 41%, labor productivity in industry increased by more than 40%. Production of consumer goods increased in the region by 57.5%. The average annual volume of gross agricultural output – by 13.8%, labor productivity – by 20%. Incomes of the population increased by 40%.

The meeting participants approved the political line and practical activities of the Central Committee of the Party, the decisions of the 25th Congress of the CPSU and accepted them for guidance and strict implementation.

March 27, 1978

The plenum of the Leninsky district committee of the CPSU discussed the tasks of the district party organization in implementing the resolution of the bureau of the Khabarovsk regional committee of the CPSU “On the organizational and political work of the Leninsky district party committee of the Jewish Autonomous Region to increase the efficiency of agricultural production in the light of the decisions of the 25th Congress of the CPSU.” It was noted that the district’s farms have fulfilled the socialist obligations of two years of the Tenth Five-Year Plan for the production and sale of grain, milk and meat to the state, the number of cattle has increased, the milk yield per feed cow has increased, and work is being carried out on further specialization and concentration of agricultural production.

The adopted resolution outlines measures to improve organizational, party and ideological work.

March 27, 1980

The Bureau of the Regional Committee of the CPSU discussed the issue of the work of the Leninsky District Committee of the CPSU in the preparation, education and retention of agricultural personnel. The Bureau obliged the district committee of the CPSU and primary party organizations to ensure strict adherence to Leninist principles of working with personnel, to create the necessary production and living conditions for them, and to take specific measures to improve work with personnel of mass professions.

March 27, 1984

A regional seminar of newly elected secretaries of primary and workshop party organizations was held, which discussed issues of increasing the role of primary and workshop party organizations in developing the activity of workers, strengthening discipline, and improving the style of work in the light of the decisions of the 26th Congress of the CPSU. The first secretary of the regional committee of the CPSU L.B. spoke to its participants. Shapiro, heads of departments of the regional party committee S.I. Shtogrin, N.A. Filipkin, M.A. Bren, V. I. Toloknov, L. B. Abramovich. The seminar participants got acquainted with the activities of a number of party organizations in Birobidzhan.

In the reference and information publication “Administrative-territorial structure of the Jewish Autonomous Region 1858-2003.” (6+) information is posted that, in accordance with the decision of the Khabarovsk Regional Executive Committee dated March 27, 1986 No. 203, the center of the Golovinsky Village Council was moved from the village of Golovino to the village of Nadezhdinskoye.

Information: The official date of birth of the village is considered to be 1864. At first the village was called Nadezhino, Nadyoga, and Nadezhdino. And only a few years later the village’s current name, Nadezhdinskoye, was assigned.

But there is another date for the settlement of these places. In 1861, the Yamskaya station appeared here, at least at that time it was already listed in historical documents. And then the first settlers from the Cossacks arrived here along the Amur. By the beginning of the twentieth century, a church was erected in the village on the high bank of the Bira, a mill and a public bakery were built. In 1912, a party of Cossack settlers from Transbaikalia arrived in Nadezhdinskoye.

The first collective farm – “Culture and Labor” was formed in 1929, in 1930, a kilometer from the village, the central estate of the Amuro-Birsky oil state farm was organized. A dairy farm and creamery were built there.

The 1930s became a tragic page in the history of the village. Repressions began against the Amur Cossacks. After the war, the village became part of the large Nadezhda state farm, which included several other villages.

In 1965, a new club was built. The village began to be built again, immigrants from the western regions of Russia came here. The village received especially many new settlers in the 1970s and 1980s. — entire streets were built for them. In the 1990s, the state farm collapsed.

The municipal entity “Nadezhdinskoe rural settlement” was formed on November 2, 2004 on the basis of the administration of the Golovinsky rural district. On the territory of the rural settlement there are two settlements: the center of the rural settlement is the village of Nadezhdinskoye, the village of Golovino, which is part of the settlement, and the border outpost.

The newspaper “Birobidzhan Star” (12+) 2003 on March 27 wrote that the opening of the administrative and journalistic complex of the state television and radio company “Bira” took place in the regional center. The new building of the regional television and radio company was built with federal funds. Over the past few years, this is the only building of a state television and radio company erected in the Far East.

The same newspaper reports that the Far Eastern Festival of Puppet Theaters has started in Birobidzhan (0+). Groups from several cities and towns of the Far East brought various puppet productions – from variations of famous Russian folk tales to original plays with simple but interesting plots.
