The Constanța City Council allocated an amount lower than the 25 percent of the total investment requested by the Romanian Government from the local authorities, necessary to start the construction of the arena.
The seaside authorities have taken a concrete first step regarding the new stadium in Constanța, although two and a half years have already passed since the demolition of the old arena in Primaverii street.

During the meeting held on Thursday, the Constanța Local Council approved the allocation, insurance and transfer during 2026, to the National Investment Company, of the funds necessary to achieve the investment objective at the “Gheorghe Hagi” stadium. Constanța City Hall provides the amount 41,224,609.71 lei including VAT.
However, the amount does not cover the amount requested by the Romanian Government to start construction, 25 percent of the total value of the investment amounting to over 70 million lei. The rest of the money would come, according to Mayor Vergil Chițac, from the Constanța County Council, which did not put such a project on the agenda of the March 30 meeting.
Moreover, the president of the CJC, Florin Mitroi, explained that he is waiting to see the budget for this year to make a decision about the money he can allocate for the stadium. In conclusion, even this time it is not certain that the works will start in 2026, even if Vergil Chițac advanced another deadline, finding a new excuse for the delay.
“There were changes to the foundation, because the land is sandy, which delayed the project. After today's approval, we will sign the contract with CNI, and they will give the start order. I estimate May as the start date,” said the mayor during the meeting. If this deadline is respected, Farul Constanța will be able to play in the new arena, with 18,100 seats, only in 2029.
