A register of responsible entrepreneurs will be compiled in the Krasnoyarsk Territory

In the Krasnoyarsk Territory, in the second reading, the Legislative Assembly adopted a law on the development of responsible business conduct.

Standards for conducting business activities have been introduced in Russia for two years now. In 2024, the “Business Reputation Index” appeared, which determines the level of reliability, social and environmental responsibility of enterprises in three areas: “Ecology”, “Personnel”, “State” (ECG rating). In December 2025 – Business Social Capital Standard. They replaced Western ratings and standards.

The initiative to create a regional law in this area was made by the chairman of the committee on economics and tax policy, Egor Vasiliev. The law defines the principles of responsible business, including, in particular, family-centricity, increasing labor productivity and interethnic harmony. Enterprises that comply with the principles listed in the document will be included in the appropriate register.

Between the first and second readings, deputies of the Legislative Assembly discussed the law with business unions and communities, worked on it with the prosecutor's office and the executive branch.

This has made it possible to expand the support measures that can be provided to enterprises that have received the status of responsible entities. Now the list includes information and consulting assistance, assistance in organizing exhibitions, competitions, forums and conferences, reducing the time required for consideration of applications in various departments, and priority right to receive state support within the framework of regional programs.

Speaker of the regional parliament Alexey Dodatko noted that significant work had been done in preparing the bill; the document took into account the specifics of the Krasnoyarsk Territory. At the same time, it is important to integrate its provisions into industry policy when determining priorities for state support, taking into account the indicators demonstrated by leading companies.

“The law contains references to specific documents containing standards that businesses can follow. This is a map of socially responsible business, developed jointly with the regional prosecutor’s office, a social capital standard created together with the Agency for Strategic Initiatives, and an ECG rating valid throughout Russia (“Ecology”, “Personnel”, “State”). It is important that the law of the Krasnoyarsk Territory includes regional priorities: family-centricity, labor productivity and other areas outlined by the governor of the region. The assessment will be carried out not only according to federal standards, but also taking into account their application in the Krasnoyarsk Territory, as well as the public benefit from the activities of companies – primarily large and medium-sized ones,” said Egor Vasiliev, Chairman of the Committee on Economics and Tax Policy.

He explained that after the adoption of the law, executive authorities will approve regulations on the procedure for taking into account rating results when providing support measures and interaction with business.
