Vlad Andronescu put the “lock” on public money! CS Rapid director blocked public access to Giulești stadium numbers

At an official request regarding the revenues and expenses of the arena in Giulești, Rapid Bucharest Sports Club, through the signature of director Vlad Andronescu, refused to provide the data, although the law obliges state institutions to communicate financial information of public interest.
Gazeta Sporturilor requested information of public interest regarding the revenues and expenses of the Giulesti stadium for the period 2022-2025, based on Law no. 544/2001, the normative act regulating free access to information of public interest.
Exactly one month after the registration of the request, Clubul Sportiv Rapid Bucharest, a public institution under the Ministry of Transport, refused to provide the requested information. The answer was signed by the director of the club, Vlad Alexandru Andronescu, and communicated through the ministry.

The president of CS Rapid hides the financial situation of the Giulesti stadium from the public
The refusal raises serious question marks regarding compliance with the legislation in force. According to the law, public authorities and institutions have the obligation to communicate information on financial sources, the budget and the accounting balance sheet.
Moreover, the club's financial transparency situation indicates multiple irregularities, the official website being only a facade. And the omissions below contravene the transparency obligations imposed on public institutions.
- The last balance sheet published on the official website dates from 2021
- Information about the institution's budget is non-existent
- The declarations of assets and interests are not updated, the last publication being approximately 10 years ago
- Financial information has not been published since 2021
- The “Programs and Strategies” page was last updated in 2019
- Annual reports on compliance with Law 544 have not been published since 2018
- The payment status has not been updated since October 2018

Why does Vlad Andronescu refuse to communicate his income / expenses
The Rapid Bucharest Sports Club is a public sports institution financed from public funds, not being a private economic operator operating in a competitive environment. The argument made in the official response that disclosure would harm fair competition!
The Rapid Sports Club has no reason not to make public the income and expenses of the Giulesti stadium, as it was built and maintained with public money. It is a serious violation of the law, which the president of the club takes responsibility for. Any Romanian citizen has the right to request this information, and the Sports Club is obliged by law to make it available to him

And in Giulesti, the deterioration of the arena began
GSP.RO reported last October some problems that appeared at the stadium. Then, before Dumbrăvița – Rapid, a Romanian Cup group match, reporters caught the first signs of damage to the ultra-modern arena in Giulești.
In one of the VIP boxes it could be seen that the ceiling was damaged due to the rains. Water has seeped past the ceiling lights and some cracks can also be seen.
On the National Arena, the rent for the match costs 23,000 euros, on Giulesti 20-25% less, but the National Arena is four times bigger. You pay more in Giulesti compared to the seats in the stadium. It's a sensitive subject and I don't want to go into it too much. We pay quite a lot, there are some very steep prices for Giulesti, compared to other stadiums, but that's
