On Wednesday, NBP President Adam Glapiński will publicly present solutions regarding “Polish SAFE 0 percent.” – PAP learned from a source close to the central bank.


The proposal of “Polish SAFE 0 percent” was made on Wednesday after a meeting between President Karol Nawrocki and the President of the National Bank of Poland. At that time, the president said that this solution could generate an amount similar to that which Poland is to receive under the EU SAFE program, i.e. PLN 185 billion, but without the need to repay interest or principal (SAFE is a loan program assuming repayment of the loan granted by 2070, although with a 10-year grace period, during which only interest would be repaid).

Presidential spokesman Rafał Leśkiewicz announced on Saturday that the participation of Prime Minister Donald Tusk and the head of the Ministry of National Defense, Władysław Kosiniak-Kamysz, in Tuesday's meeting with President Nawrocki regarding “Polish SAFE 0 percent” has been confirmed. The president of the NBP is also to be present.

For several years, the National Bank of Poland has been pursuing an intensive policy of increasing gold reserves, which, considering the historic record prices of this metal, generates huge, although “paper” profits. Poland already has over 550 tons of the ore, but how many paper profits does NBP have at the moment and will they be enough to not use the money under SAFE?
The EU SAFE program assumes that the Polish government will be able to benefit from approximately EUR 43.7 billion. According to the government's declaration, 89 percent funds from SAFE are to go to Polish arms companies. The money is to be used to meet the needs of the army, support the Police and Border Guard, and protect cyberspace. The president has until March 20 to make a decision on the bill implementing the SAFE program.
Head of the Ministry of Foreign Affairs: SAFE Poland will accept, we expect the first transfers within a few weeks
Deputy Prime Minister and Minister of Foreign Affairs Radosław Sikorski said on Saturday that the regulation on SAFE awaiting President Karol Nawrocki's decision is not an act on the adoption of the program. Polska SAFE will accept, and we expect the first transfers from Brussels within a few weeks – he added.
During a press conference in Warsaw, the Minister of Foreign Affairs indicated that the bill that reached the president's desk is to create an anti-corruption shield and enable the implementation of projects in various ministries.
– The act that we hope the president will sign is not the SAFE adoption act. SAFE, strengthening Polish defense, was the priority of the Polish Presidency and Poland will adopt SAFE. We expect the first transfers from Brussels within a few weeks, said Sikorski.
Poland is to be the largest beneficiary of the EU SAFE program – the Polish government will be able to benefit from approximately EUR 43.7 billion (almost PLN 200 billion) in the form of loans with favorable interest rates and spend them on defense investments. The president has until March 20 to make a decision on the bill implementing the SAFE program. Karol Nawrocki has repeatedly said that his doubts are raised by, among others, issue of conditionality. The President may sign the bill or refuse to sign it (so-called legislative veto) and, with a reasoned motion, submit it to the Sejm for reconsideration. The Sejm may reject the president's veto by a 3/5 majority of votes, in the presence of at least half of the statutory number of deputies. The President also has the right, in case of legal doubts, to submit an application to the Constitutional Tribunal.
