Two appeals after the meeting to validate the candidacies for the position of president of the FRF

Today was the meeting to validate the candidacies for the position of president of the FRF. The files of Răzvan Burleanu and Ilie Drăgan were accepted, that of Sorin Răducanu was rejected. The last two will challenge the fact that Burleanu is running for a fourth term.
Drăgan Ilie's candidacy would be accepted, as she complies with the criteria in the statute. He has another grievance. He challenged Burleanu, on the grounds that he would be in his fourth term and specifies that the operating regulations prohibit this.
Instead, according to GSP information, Sorin Răducanu's candidacy was rejected, on the grounds that he did not gather the required number of 5 supporters. He allegedly said in the meeting “I know you will not approve my candidacy, but I will go to court with you.”
I promised that as long as I live I will always be a candidate. I told them that they are at fault, that they are abusing. It is the fourth term! They also committed an abuse 8 years ago, when they let Lupescu run, even though he did not meet the conditions. Now it's an even bigger abuse. In the statute, it says 3 mandates. They say that during the first mandate, the transition from 2 to 3 was voted on, but it's magic! They interpret it however they want, like Marina Voicu and Margareta Pâslaru at Cerbul de Aur. Things are very clear! I will go all the way and sue them if they allow him to run. I don't have enough clubs, but Burleanu is even worse. He has no right to run!

On March 18, the General Assembly of the Romanian Football Federation will take place and the elections for the presidency of the FRF and the Executive Committee of the FRF will be held.
Ilie Drăgan challenges Răzvan Burleanu
Ilie Drăgan also issued an appeal against Răzvan Burleanu, accusing that it is illegal for him to run for the fourth mandate.
“The undersigned, Drăgan Ilie-Ștefan, am formulating this appeal regarding Mr. Burleanu Răzvan's candidacy for the position of president of the Romanian Football Federation, whereby I respectfully request you to reject Mr. Răzvan Burleanu's candidacy, considering the fact that it violates the provisions of Article 50 paragraph (1), final sentence, of the FRF Statute of 28.06.2014, and by consequently order the rejection of Mr. Răzvan Burleanu's candidacy, for the following reasons:
According to art. 50 para. (1) of the FRF Statute: «The President of the FRF is elected by the General Assembly. The term of office of the President of the FRF begins at the end of the General Assembly of elections and usually ends in the fourth year at the end of the next General Assembly of elections. No person can hold the position of President of the FRF for more than 3 (three) mandates.»
The text is clear and leaves no room for interpretation: the ban concerns the position of President of the FRF and establishes a maximum numerical limit of 3 mandates. The norm has an imperative character, not a dispositive one, being formulated in the form of an absolute prohibition: “No person can hold the position of President of the FRF for more than 3 (three) mandates”.
Mr. Răzvan Burleanu has already served three successive terms as President of the FRF, the first term being in the period 2014-2018, the second in the period 2018-2022, and the third and last in the period 2022-2026.
The candidacy for a new mandate represents, objectively, the intention to exercise a fourth mandate, which directly contravenes art. 50 para. (1) of the Statute.
The FRF statute does not provide for any transitional provision. There is no provision in the Statute that excludes from the calculation a mandate exercised prior to its modification.
There is no text stating that mandates prior to 2014 are not taken into account. In the absence of such an express provision, all mandates actually exercised are accounted for,” Drăgan's appeal states.
