In the Krasnoyarsk Territory, an entrepreneur illegally extracted minerals under the guise of road repairs

In the Abansky municipal district of the Krasnoyarsk Territory, a criminal case has been opened regarding illegal mining under the guise of road work.

According to the press service of the regional prosecutor's office, With April to October 2025ode 5 village councils of the Abansky district entered into contracts with a local individual entrepreneur to fill local roads with “gorelnik” – a building stone that is usually used to fill primers in the area. TOeach contract did not exceed 600 thousand rublesleiformally remaining in the “safe” procurement zone with a single supplier.

“In words – concern for roads, in reality – illegal mining. “Gorelnik” is a common mineral resource, and it can only be mined with a special permit, which the entrepreneur never had. Nevertheless, using 3 trucks and a tractor-loader, almost 4 thousand cubic meters of stone were removed from the quarry. Damage to the state exceeded 3.5 million rubleslei,” the prosecutor’s office clarified.

The supervisory authority found outthat the road work actually concealed large-scale illegal mining. In the actions of the entrepreneur they saw two crimes at once: theft subsoil, belongingachievable state, and doing business without the necessary permits.

Based on the materials of the inspection by the prosecutor's office, a criminal case has been opened and is being investigated regarding theft (clause “b”, part 4, article 158 of the Criminal Code of the Russian Federation) and conducting business activities without a license (part 1, article 171 of the Criminal Code of the Russian Federation). XThe investigation is under the control of the prosecutor's office.
