Adam Glapiński is fighting for his “right hand”. I need Donald Tusk's support


“The Chancellery of the President of the Republic of Poland has received an application from the President of the National Bank of Poland for appointment as a member of the Management Board of the National Bank of Poland and to the position of Vice-President of the National Bank of Poland – first deputy president of the National Bank of Poland, Mrs. Marta Kightley. Soon, vacancies will begin to appear in the most important body of the NBP, i.e. the management board, and personnel decisions require cooperation between the president, prime minister and the president of the central bank.
As we wrote in Business Insider Polska, at the end of last year there was a meeting between the President of the NBP, Adam Glapiński, and the Minister of Finance and Economy, Andrzej Domański. The official version says that the conversation concerned issues for which both officials are responsible, i.e. the stability of the Polish economy. However, the main topic of the conversation was different.
The President of the NBP needs Donald Tusk's consent
As we found out, the main topic of the meeting was the staffing situation in the NBP management board. The planned filling of positions on the NBP management board requires cooperation between the president, prime minister and the president of the central bank.
Vacancies will soon begin to appear in the most important body of the NBP, i.e. the management board. In March, the terms of office of the first vice-president of the NBP, Marta Kightley, and member of the management board, Piotr Pogonowski, expire. In November, the Vice-President of the NBP, Adam Lipiński, leaves his position.
Who is Martha Kightley?
Our interlocutors close to the central bank directly admitted that Adam Glapiński wanted to extend the mandate of the first vice president.
— He is a key figure at the National Bank of Poland. The president's right hand and the most important person when it comes to managing the bank – emphasizes our source from NBP and reminds that the first vice president replaces the president in his absence.
As we wrote then, it was almost certain that President Glapiński will submit a letter regarding Marta Kightley to the president, who appoints members of the management board at the request of the president of NBP. However, there is a catch in the whole procedure – for the appointment to be effective, it must have the countersignature of the Prime Minister.
In the middle of last year, we wrote in Business Insider Polska that this year there could be decision-making paralysis at the central bank if Donald Tusk did not give a countersignature to the new members of the management board. According to the regulations, the NBP management board consists of six to eight people. Without Marta Kightley, Piotr Pogonowski and Adam Lipiński, there will be only five members. Additionally, in January 2027, Marta Gajęcka will also leave the management board and to appoint another person in her place, the signature of the president and the prime minister will again be required.
