Opposite the Krasnoyarsk City Hall, officials sold land for commercial development at an 85% discount

The prosecutor's office of the Krasnoyarsk Territory revealed facts of illegal transfer of municipal land at a reduced price and without bidding. Criminal cases have been initiated for abuse of power.

In 2018, the municipal property department sold a 0.2-hectare plot of land on Uritsky Street, directly opposite the city hall building, to a local entrepreneur. The land was given without auction for only 15% of the cadastral value. The real cost of the site is about 70 million rubles.

The basis was the commissioning of an underground parking two years earlier. However, according to the law, only owners of above-ground capital buildings have the right to preferential redemption without bidding. Underground objects are not subject to this rule. So the city lost the site where a four-story commercial building later grew.

A similar story emerged with a plot of 1.4 hectares on Malinovsky Street. In 2017, the department sold it to Promeko LLC, allegedly for the construction of apartment buildings. But the land, according to the General Plan, belonged to the Ministry of Defense, so the city had no right to dispose of it. Damage to the state was estimated at 28 million rubles based on the cadastral value at that time.

Based on the materials of the prosecutor's investigation, criminal cases were initiated under Article 286 of the Criminal Code of the Russian Federation against employees of the city administration.

The plot, which has not yet been developed, will be returned to the state through the court, and the amount of damage will be determined at market value and recovered from the perpetrators.
