The Minister of Defense, Radu Miruță, presented the results of some controls ordered in the past weeks and announced that the Military Prosecutor's Office or, as the case may be, the National Anticorruption Directorate (DNA) have been notified. “In a ministry where significant sums of money are to enter in the next period, a serious sanitization is required, where appropriate,” he wrote, Thursday evening, in a post on Facebook.

Miruță announced that the DNA was notified and an internal disciplinary investigation was launched after it was found that at the Central Military Hospital in Bucharest “5 doctor positions that did not exist in the organizational chart were illegally established, “from the pen”.

“Doctors who already worked in the same hospital, as a second job, were hired for these positions. Four of the five are military doctors, who did not have the right to a second employment contract also with the Ministry of Defense. The discovered situation is a new one, additional to the already known case from the end of last year, and it did not occur under the current interim leadership,” said the minister.

Cabin “built without a permit” in a military facility, “offered for rent on tourist sites”

In another case, he announced the notification of the Military Prosecutor's Office regarding an “illegal cabin with 5 rooms and 3 bathrooms”, which was “built without authorization by a private in a military unit in Stâna de Vale and offered for rent on tourist sites”.

“The company SC Emilian Funghi SRL received by lease, from UM 01232 Oradea, a military barracks, with limited purposes and well defined by the contract. Apart from these purposes, a full-fledged tourist cabin was built on the land of the military unit (picture in the comment), without authorization and without anyone intervening. Then, it filled the Internet with rental ads in a wonderful military unit,” said Radu Miruță.

At the National Institute of Aeronautical and Space Medicine, a “doctor was found whose contract provided for an additional 3.5 additional hours per day, over and above the basic schedule, without being able to prove the attendance for these hours”.

The Military Prosecutor's Office was notified and an administrative investigation was launched, stated the Minister of Defense.

Work received “without full fulfillment of contractual clauses”

At barracks 957 Cincu, “reception of a work worth approximately 1 million RON without full fulfillment of the contractual clauses” was observed. According to the minister, an administrative investigation was initiated and measures were ordered to recover the damage.

Regarding a tender for shelter tents intended for the Romanian Army, the procedure is “already analyzed by the DNA for the introduction of unjustified restrictive conditions”.

“The delivered and accepted tents presented major deficiencies. The total value of the framework contracts is 44 million lei. The company in question appears in numerous purchases of MApN”, added Radu Miruță.

Over a thousand direct purchases from the same company

At the Muntenia 122nd Logistics Brigade, in two years, “1,083 direct purchases from the same company” were made.

“Situations were identified in which, although the award criterion was “lowest price”, the purchase was made from the same company, at the highest price, to the detriment of other bidders”, stated Minister Radu Miruță, who stated that in this case too, the Military Prosecutor's Office was notified and an administrative investigation was started.

The Minister of Defense said that “the Romanian Army has internal mechanisms to bring forward and extirpate such cases”.

“We just have to want to. Tolerance for deviations, improvisations and backroom deals is over. In a ministry that manages substantial budgets and essential responsibilities for national security, the rules are not optional,” concluded Minister Radu Miruță.
