“On October 31, 2025, as a result of a special HUR operation of the Ministry of Defense of Ukraine, an extremely important military facility of the aggressor state Russia was decommissioned – the Koltsevoy oil pipeline, which supplied the Russian occupation army with fuels necessary to wage a criminal war against the Ukrainian nation,” HUR reported on social media.

In a statement, Ukrainian intelligence revealed that the attack took place in the Ramensky district (district) of the Moscow Oblast. “The anti-drone net and the protection of the facility by armed security did not help – all three lines through which the aggressor transported gasoline, diesel oil and aviation fuel exploded successfully and simultaneously. The fuel pipeline was put out of service,” we read.
HUR assessed that the action it carried out on Russian territory was a serious blow to its war capabilities and economy, especially in the Moscow region.
“The length of the Koltsevoy main fuel pipeline is 400 kilometers. The fuel transported through the pipeline came from refineries in Ryazan, Nizhny Novgorod and Moscow. Annually, Koltsevoy was capable of pumping up to 3 million tons of aviation fuel, up to 2.8 million tons of diesel oil and up to 1.6 million tons of gasoline,” the release reads.
The head of HUR, Kyrylo Budanov, stated that this operation is a continuation of sanctions pressure on Russia.
“In fact, our strikes have had a greater effect than the sanctions. This is a simple, mathematical truth. By striking blows with direct actions, we have caused much greater damage to Russia than any economic instruments introduced so far,” Budanov said.
