CTP criticizes the delay in the promulgation of the magistrates' pension law. The Presidential Administration claims that it is waiting for the CCR's decision

Journalist and writer Cristian Tudor Popescu publicly reacted to the delay in the promulgation by President Nicușor Dan of the magistrates' pension law, a normative act declared constitutional by the CCR after months of postponements. The response of the Presidential Administration came immediately.

“I don't understand. Why is it late President Dan to promulgate the magistrates' pension law, approved, after months of delays, by the CCR? So that he can also do a superhand? Is he going to reject it and send it to the Parliament, as the magistrates ask him?”, he wrote Cristian Tudor Popescu, on Tuesday, in a post on Facebook.
The journalist raises questions regarding the possible political and financial consequences related to the non-promulgation of the normative act and warns that the lack of a quick decision could endanger Romania's access to European funds:
“Does he want to create a suspense of the worst taste, by promulgating it at the last moment, in order to keep the delegation led by Prime Minister Bolojan, who is going to Brussels to try to obtain the 231 million euros? “Considering the information appearing in the public space regarding the existence of possible delays in the promulgation process of the Law for the amendment and completion of some normative acts in the field of service pensions, declared constitutional by the Constitutional Court on February 18, 2026, the Presidential Administration makes the following statement:
According to article 77, paragraph 3 of the Romanian Constitution, a law that has been the subject of a notice of unconstitutionality can be promulgated by the President of Romania only after receiving the decision of the Constitutional Court, confirming its constitutionality.
After receiving the communication from the CCR, the law will reach the President of Romania for promulgation”, the Presidency wrote on Facebook.

We remind you that, last week, Prime Minister Ilie Bolojan announced that the Government will take all steps to recover the European grants blocked by the magistrates' pension law, stating that the dialogue with the European Commission will begin immediately after the publication of the law in the Official Gazette.
“After this decision, under normal conditions, the draft law should be promulgated, and the first thing we will do is to continue the dialogue with the representatives of the European Commission, to try not to lose the 230 million euros that were withheld from the grants that Romania was supposed to receive from European funds”Bolojan explained in a telephone interview with Digi 24.
The prime minister stated that the initial deadline for the achievement of the milestone was the end of November 2025, but it was exceeded due to delays and the first decision of the Constitutional Court.
The Prime Minister estimated that, at the end of February or the beginning of March, our country would find out whether the money from the PNRR related to this milestone will be lost or not.
“Probably, in two or three weeks after the law appears in the Official Gazette, so I estimate that at the end of February, the beginning of March, this year”, concluded the prime minister.
