Rising coal prices after the introduction of the embargo on this raw material from Russia in 2022 became an “opportunity for a scam”, and we are still feeling the effects – said Jan Grabiec, head of the Chancellery of the Prime Minister.


During Monday's press conference, Grabiec recalled that in 2022, as a result of the embargo on Russian coal, the prices of this raw material “skyrocketed astronomically”, and ordinary residents – as the minister argued – were unable to secure coal reserves that would allow them to survive the winter.
– As in the case of many crises, like e.g. pandemic, became an opportunity for a scamto make a big money heist, to – in fact – rob Poland – said Grabiec. In his opinion, the result “is enormous confusion, the effects of which are still felt today.”
He added that the first aspect of the 2022 decision is the purchase of coal itself. In Grabiec's opinion “instead of taking care of mining Polish coal, coal was imported from all over the world.”
They bought 750 thousand. tons of substandard coal
– By the Prime Minister's decision, the Government Agency of Strategic Reserves was to import 750,000. tons of coal. It turned out that this coal was not suitable for individual use by those to whom it was intended. It is actually in deposits paid by RARS to this day – said the minister.
The second aspect of this situation was the decision to PKP Cargo “terminated the existing contracts with suppliers implemented by the company and for the next year or several months it mainly transported coal.” He added that PKP Cargo estimates that it lost PLN 1.5 billion as a result of this decision.
RARS goes to the prosecutor's office
The Government Agency for Strategic Reserves has decided to submit a report on the possibility of committing a crime regarding the PiS government's coal scandal, said the head of the Ministry of Interior and Administration, Marcin Kierwiński, on Monday. He added that this is probably not the last notification on this matter.
– The coal scandal of Mr. Morawiecki's government is a fact. Last week, RARS decided to submit a notification about the possibility of committing a crime in this respect, leading to gigantic losses – said the head of the Ministry of Interior and Administration at a conference at the Chancellery of the Prime Minister.
He added that the notification will be supplemented on Monday to include other people who may have been involved in this practice.
Kierwiński reminded that the year is 2022, when, due to the need to supply coal to individual farms, two decisions were made by then Prime Minister Mateusz Morawiecki to buy this coal.
Only PLN 300 million was recovered
The head of the Ministry of Interior and Administration added that 54 percent The coal purchased then came from Kazakhstan, 31 percent. from Colombia, and 14 percent from Australia.
– In total, for these 750 thousand tons of coal, over PLN 1.3 billion is spent. There is only one fundamental problem. This coal did not meet the standards, Kierwiński emphasized.
He added that in December 2025, RARS decided to analyze the ability of Polish enterprises and individual customers to use the coal remaining in warehouses.
– It turned out that almost 40 percent this coal is fine coal that does not meet any specification conditions – he said.
Citing experts, he said that After selling the coal, only PLN 300 million of the amount spent on coal will be recovered.
– Almost a billion zlotys may be an irretrievable loss of the state budget – he said. (PAP)
