Ukraine has not yet submitted a request for a postponement of CBAM – S&P Global
S&P Global states: Ukraine has the right to request the postponement of the CBAM environmental duty due to force majeure – war. But there is still no appeal from the government to the European Commission.
CBAM can hit 17-20% of Ukrainian exports to the EU – in particular, metal, cast iron, cement, fertilizers. Potential losses – up to $1.44 billion and a drop in GDP by 4.8–6.3% in the coming years.
In order to receive an exception, Ukraine must initiate a change to Art. 30.7 of the EU regulation. War falls squarely within the definition of an “unforeseen, exceptional, and unprovoked event.”
But without an official request, the process will not move.
