

A state of emergency in the United States was introduced in accordance with the International Emergency Economic Powers Act due to the actions of the aggressor country of the Russian Federation, which undermine democratic processes and institutions in Ukraine, threaten its peace, security, stability, sovereignty and territorial integrity, and also contribute to the misappropriation of Ukrainian assets.
Previously, a series of executive orders by the US President expanded the scope of the state of emergency:
- 2014 – annexation of Crimea and the use of force by Russia in Ukraine (orders No. 13660, No. 13661, No. 13662);
- 2014 – additional measures in response to the occupation of Crimea (order No. 13685);
- 2018 – implementation of sanctions against the Russian Federation (order No. 13849);
- 2022 – Russia recognizes the terrorist groups “Donetsk” and “Lugansk People’s Republics” and a threat to the sovereignty of Ukraine (order No. 14065).
“The actions and policies outlined in these Executive Orders continue to pose an extraordinary threat to the national security and foreign policy of the United States. Therefore, the national emergency declared by Executive Order 13660 and expanded by Executive Orders 13661, 13662 and 14065, with additional measures taken by Executive Orders 13685 and 13849, must remain in effect after March 6, 2026,” the statement reads. document.
