“No regulations! Risk of flooding”

In an official statement, the Romanian Waters National Administration claims that the publicly presented situation “does not correspond to reality” and offers a series of clarifications.

What Romanian Waters say

According to the institution, between February 9-13, 2026, controls were carried out by the Jiu Water Basin Administration and the National Water Inspectionand one of the verified cases concerned a Black Angus cattle farm (more than 640 heads) in UAT Cetate.

Following the checks, the inspectors found that:

  • the farm operated without regulatory acts issued by the Romanian Waters

  • the holding was located in a flood zone of the Danube river, with a major risk of flooding

Measures available:

  • suspension of activity

  • contravention fine of 120,000 lei

  • the obligation to bring the land to its original state

Who else invests? I recommend farmers to think 10 times when putting in a penny. Almost 600 hectares were flooded!

“There are no dams on Drincea”

The institution rejects the accusations that the controlled discharge of water would have led to the flooding of the farm.

There are no dams on the Drincea river whose operation could produce such a situation.

According to the official hydrological data, at the Cujmir station (the last one before the discharge into the Danube), on 28.01.2026, only the attention quota was exceeded, without exceeding the flood quota during the mentioned period.
In 2022, SGA Dolj carried out works to unclog and reprofile the Drincea river bed (approx. 1 km), in partnership with UAT Cetate, precisely to reduce the risk of flooding.
Conclusion: the activity was carried out outside the legal framework, and the location of the farm in a flood zone belongs exclusively to the responsibility of the economic operator. There is no causal link between the situation invoked and the actions of the “Romanian Waters” National Administration.
The National Administration “Romanian Waters” will continue the controls for compliance with the legislation, the protection of water resources and the safety of communities.
