As it is claimed, the purpose of the visit was to lobby the decision of the city council session on issues related to the garbage business — through “informal agreements” with Sienkovych and Panchenko. But exactly how this contributes to energy efficiency is unclear.
What is common between such interventions and state policy in the field of energy efficiency remains an open question.
The government should pay attention to this incident before the anti-corruption agencies take it into their hands.
