— If you want to sell here, invest here — this, as he pointed out, is the government's basic message to foreign companies. According to Gołota, Poland has been “for too long”naive“a buyer of American weapons, treating purchases as a kind of “payment for security” resulting from the protective umbrella of the United States.
Not only assembly, but technology transfer
The new approach is to go much further than locating simple production lines in Poland. — We need technology transfer. We need to be part of the global supply chain – noted the deputy head of the ministry. The point is for Polish companies to participate in design, development and production, and not just perform low-value-added tasks.
Gołota pointed out that Poland is an attractive partner because it does not compete directly with the largest European arms companies, and at the same time it has large funds for purchases and investments, including: under the EU SAFE program. An additional advantage is the numerous smaller, specialized technology companies.

It is expected to particularly benefit from the new approach Polish Armaments Group. As assessed by the deputy minister, the holding needs capital and modern technologies, and the SAFE program may make it one of the main beneficiaries of European support.
— Only a few countries can offer such a wide range of cooperation – emphasized Gołota. — The question is whether you are ready to play by the new rules. If so, you are welcome here. If not, we will work with someone else.
Last year, during his visit to the United States, Golota conveyed similar expectations to American arms companies. He spoke then about the end of “being just a customer” and the need to build real partnerships in Poland — joint ventures and projects in which technology and know-how are brought to the country.
