Daniel Băluță criticizes Ciucu's “empty” promises: “The worst problem he has is that he complains non-stop”

The mayor of Sector 4, Daniel Băluță, harshly criticizes the general mayor of the capital, Ciprian Ciucu, for “empty promises” and “non-stop complaints”, emphasizing the major differences of opinion and the lack of concrete action in solving the hot water and heat crisis, which affects more than half of the inhabitants of the sector. The mayor warns that subsidies represent 60% of the budget of the Capital City Hall, and the exaggerated salaries of municipal employees waste important resources.

Regarding the works at Planșeul Unirii, Băluță estimates that they will end at least 4-5 months before the forecasted deadline, thanks to effective planning and the correct allocation of the budget.

Daniel Băluţă explained on the show “Political Insider” from Prima TV, that he is not in conflict with the mayor general Ciprian Ciucu, although he admits that “there are some major differences of opinion” regarding the way of administration of the Capital and solving citizens' problems.

“The mayor general is disoriented, he is demoralized, proving that the commitments he made to the citizens in the elections were simple promises, they are empty of meaning. Basically, his entire campaign was nothing but a sham”claimed Baluta.

Priority: justice for the people of Bucharest

The mayor emphasized that his priority remains the needs of Bucharest residents and the application of concrete measures:
“I'm really not in conflict and, in general, I'm not a conflicted person. But, unfortunately, there are some major differences of opinion. While I chose to be consistent with the needs that the people of Bucharest have today – and you've already seen the civic initiative I took, you don't receive, you don't pay, referring to heating (…) I also chose to support things that are useful for people.”

Băluţă criticized the general mayor's lack of action in essential areas: “The biggest problem is that of justice. Obviously, it cannot produce hot water and heat in two months after the elections, it is unreasonable to ask someone for such a thing, but justice must be done to the people. It is not normal to pay for what we do not receive. It was the first thing he had to do.”

In Băluţă's opinion, Ciprian Ciucu “complains non stop”instead of initiating reforms.

“I am absolutely surprised that he finds unusual situations. He walks everywhere where his colleagues are and criticizes his own colleagues. Instead of taking it upon himself and having an upright behavior, to prove to us that he is a fighter, he is down before the mandate begins. In no way do we have a conflict.” said Baluta.

The Mayor of Sector 4 showed that the real problems of the Capital, such as excessive subsidies and high salaries in the administration, require urgent measures.

“That's why I asked Mr. Ciucu to start the reforms immediately, because we need to reduce the salary expenses from 15 million euros per month, which they are at the moment, to 5 million euros per month, maximum. That's the salaries, so it's something horrifying, and we have to be fair with people. I'm not a Bolojan (…) Mr. Ciucu asked to increase the ticket price from 3 lei to 5 lei. This thing would have brought an extra the transport company of 100 million lei. Well, how can I vote, when only if he had merged Proedus, Arcub and CreArt, with the Directorate of Culture, with the Press Directorate, with the Lumina Cultural Center, which have 224 employees and in addition expenses on ropes and other matters like that of over 100 million lei, the economy would have been somewhere at 250-300 million lei. How can we do reform on the backs of the people of Bucharest when we have to look a little in our garden?”, he said.

Sector 4, affected by the lack of hot water and heat

Baluţă also showed that more than half of the residents of Sector 4 are affected by the lack of hot water and heat:
“Sector 4 and Sector 3 are the most affected by this real crisis of hot water and heat. More than half of the citizens of Sector 4 have been affected for years and I am a very fair man, it is important to be fair on this issue. Therefore, it is time to say stop, it is time to do justice to the people and put pressure on the authorities in this way. Let them change the pipes faster, merge Termoenergetica with Elcen and for the Government of Romania to ensure fair financing for the people of Bucharest, because they contribute more than 25% of Romania's Gross Domestic Product.”

The plan of the Union, completed ahead of schedule

About the works at Planşeul Unirii, Băluţă said that they will be finished before the deadline.

“The floor at Unirii, the work is progressing according to the execution schedule. (…) The floor will be finished at the end of this year, at the latest in the spring of next year, at least 4-5 months before the forecasted term. We have a constructive dialogue to secure resources in the current budget of Romania, respectively in the Anghel Saligny program within the coalition. It is an emergency for Bucharest, for Romania, because it is a national security work, it does not belong only to Sector 4 or to Bucharest”. said the mayor.

Băluţă also compared the management efficiency between the Sector 4 construction sites and those managed by the General City Hall:
“Think that, to change a pipe on Ion Mihalache Boulevard, it takes three times longer than it takes us to finish the floor at Piaţa Unirii or to finish a passage (…) There is a big difference in management and that is what we have tried to explain to people every time, what the team I lead manages to do versus what the others do not.”

The Mayor of District 4 concluded that, despite the exchanges of words and public controversies, the constructive dialogue between the administrations can generate progress:
“But these things ultimately generate progress for all of us.”
