The head of Ukraine's diplomatic mission to NATO, Alona Hetmanchuk, announced that Norway, the Netherlands and Germany are the countries that have provided Ukraine with the greatest support in the purchase of critically needed American weapons under the PURL mechanism, the European Pravda website reported on Wednesday.

“The leader in terms of contributions to PURL is Norway. The number two donor is the Netherlands, number three – Germany. There are three other countries very close – Canada, Sweden and Denmark,” said Hetmanchuk at a meeting with journalists in Brussels on the eve of the meeting of defense ministers of NATO countries, to which Ukraine was also invited.

The diplomat confirmed that aid for Ukraine is funded unevenly by NATO member states and there are countries that cover a disproportionate share of the expenses.

According to Hetmanczuk, the countries that help the most raise the issue of fair distribution of costs. Despite this, they are ready to continue supporting Ukraine.

“These top six are, in practice, the core of PURL's financing. There are also other countries that have made significant contributions. All these countries understand perfectly well that by not supporting PURL, they would only punish Ukraine – the Ukrainians in the rear, who are in extremely low temperatures under terrible fire, as well as the Ukrainian soldiers who have to hold the front line,” the diplomat explained.

Despite disputes regarding Greenland, NATO countries are ready to finance the purchase of American weapons for the Ukrainian Armed Forces. More countries are expected to join the program of purchasing American weapons for the Ukrainian army this week.

On February 3, NATO Secretary General Mark Rutte, who was visiting Kiev, announced that Ukraine had received 90 percent. air defense missiles under the PURL program. He emphasized that NATO realizes that even more help is needed and quickly.

PURL (Prioritized Ukraine Requirements List) is a mechanism for NATO countries to finance purchases of American weapons for Ukraine.

According to a study by the Institute for the World Economy (IfW) in Kiel, in 2025 foreign military aid to Ukraine dropped to the lowest level since the beginning of its war with Russia. After the US withdrawal, the burden of support was taken over by Europe, whose involvement prevented a complete collapse of international aid.
