In Norilsk, Krasnoyarsk Territory, on the initiative of the prosecutor’s office, the court held an administration employee administratively liable for violating the procedure for considering a resident’s appeal.
It was established that in July 2025, a Norilsk resident wrote to the head of the city, demanding to sort out the actions of the property management. But after almost a month of waiting, instead of a meaningful answer, the man received an envelope with a “return” of his complaint, without any explanation of the essence.
“The acting head of the legal department decided to refer to an imaginary ban: as if a citizen does not have the right to appeal the actions of the department to the same body. But the law says otherwise: for officials there are restrictions, for citizens – the right to appeal, and that’s it. In this case, the applicant appealed to a higher official – the head of the city – with a complaint about the department subordinate to him. According to the law, the administration had to consider the appeal, give a reasoned response and, if necessary, entrust the inspection to a unit or responsible employee. The refusal to consider the complaint on its merits turned out to be not just a formalism, but a direct violation of the law,” the prosecutor’s office said.
An administrative case was opened against the official under Article 5.59 of the Code of Administrative Offenses of the Russian Federation. The court fined him 5 thousand rubles. The official tried to challenge the decision, but a higher court upheld it.
