In the Krasnoyarsk Territory, a criminal case was opened against the former head of the village of Emelyanovo Oleg Bychkov on suspicion of exceeding official powers out of personal interest (Clause “e”, Part 3, Article 286 of the Criminal Code of the Russian Federation).

According to the Investigative Committee, in 2019 he illegally leased to a local resident a plot of land on Polyarnaya Street, located within the boundaries of the state forest fund, indicating the category – land in populated areas for vegetable gardening.

“It has been established that a plot of 1.4 thousand square meters. m is not on municipal property, but on forest lands. Therefore, their disposal is not within the competence of local governments. Despite this, the person involved, who then held the position of head of the village of Emelyanovo, completed the documents, the plot was registered in the cadastral register and transferred for rent, and in 2023 – into ownership at a cadastral value of 53 thousand rubles. As a result, the municipality lost part of the territory within the boundaries of the Emelyanovsky forestry. Guided by “official zeal” and the desire to demonstrate to residents his readiness to resolve issues “kindly,” the official actually replaced the law with personal decisions,” the prosecutor’s office said.

The day before, the suspect was detained and his house was searched.

The investigation intends to petition the court to impose a preventive measure in the form of detention against ex-head Emelyanov.

In a criminal case, the necessary actions are taken to establish all the circumstances of the crime committed. The investigation is under the control of the prosecutor's office.
