The customer newsletter states that the fee is being introduced “for renewal of service to maintain an account in the event of a PayPal account balance in any currency”, it will be charged once a year.
The updated PayPal tariffs indicate that the commission will be 3.5 thousand rubles or its equivalent in another currency, or the entire account balance, if at the time the commission was written off in ruble equivalent it was less than this amount.
An inactive PayPal account is one that the user has not logged into or used to withdraw funds.
