Tehran announced earlier that moved away from a purely defensive doctrine in favor of a doctrine allowing for preventive actionssignaling that the new missile is intended to enhance both first-strike and retaliatory capabilities. The United States has long called on Iran to limit its ballistic missile program, which includes several systems capable of reaching Israel and American bases in the Persian Gulf.

Regardless of these military signals, Iran's Foreign Ministry said it remains committed to diplomatic activities. Ministry spokesman Esmail Bagei called on Washington to “responsibly and seriously” engage in Friday's talks in Muscat, emphasizing that Tehran is seeking a “fair and dignified” agreement limited to the nuclear issue.
